- This is a Notice of Intent to Sole Source, Not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchas e order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements to the University of Florida, Gainesville, FL 32611, to conduct field monitoring of endangered snail kite populations and habitats in South Florida. The US Army Corps of Engineers has a requirement under the Endangered Species Act to ensure that monitoring and research programs are funded to track the yearly status of the snail kite and any shifts that may occur within snail kite habitats, and to determine the number of snail kites initiating nesting in South Florida and the success rate of those nesting efforts in 2007. This will be a continuation of studies conducted from 2002 through 2006 by Dr. Wiley Kitchens of the US Geological Service Cooperative Research Unit and the University of Florida. The 2007 studies must build on Dr. Kitchens previous research and be directly comparable to it in order to satisfy the requirements of the US Fish and Wildlife Service to oversee conservation and recovery of listed species under their purview. The North American Industry Classification System (NAICS) for this requirement is 541620 and the size standard is $6.5 Million. The sole source determination is based upon the experience, skills, and expertise possessed by Dr. Wiley Kitchens, developed over his 10 years of research on snail kites in South Florida and the knowledge he has gained over the past four years in conducti ng research on responses of snail kite habitat to altered hydrology in the Everglades. An award to any other source would adversely affect the US Army Corps of Engineers ability to satisfy its responsibilities under the Endangered Species Act. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
