Description
This acquisition is for Herbicide Application Services at Melvern Lake Project, Melvern, Kansas. The contractor will furnish all labor, equipment and materials to provide herbicide application services to areas at various locations at Melvern Lake P roject, per Performance Work Statement included in the solicitation. A contract will be awarded to the offeror who is deemed responsible in accordance with FAR 9.1, and whose offer conforms to this RFQ and is determined to be the overall most advantageous to the Government, price and other factors considered (best value). T he Government is more concerned with other factors than with making an award to the low offeror. Offers to this RFQ will be evaluated using the factors listed below. Evaluation Factors, Factor 1, Past Performance will be evaluated for the quality of services, timeliness of performance, and customer satisfaction on other contracts performed. Factor 2, Experience, Past experience with the Corps of Engineers and in areas related to the work required in this solicitation. Factor 3, Price. This proposal will provide a 1-year base contract with 2 years of options which will subsequently be awarded yearly based upon the contractors performance from the previous year. Prices submitted will be used for the duration of the contract. GOVERNMENT POINT OF CONTACT. This solicitation contains a base period plus four option periods if exercised. The base year period of performance runs from 1 April 2007 to 15 July 2007. The period of performance for Option period 1 runs from 1 April 2008 to 15 July 2008. The period o f performance for Option period 2 runs from 1 April 2009 to 15 July 2009. The government will award a Firm Fixed Price contract from this request for quotation, to the bidder who is responsive and responsible and offers the lowest price based upon the bi d schedule items. All responsible sources may submit an offer, which will be considered by this agency. The Solicitation package shall be available on or about 24 January, 2007. The solicitation will be posted on the Kansas City District website at http://www.fedteds.gov. One must register on the Kansas City District web site in order to receive any solicitations. REQUIRED CCR REGISTRATION: Prior to sbmitting a proposal, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a proposal, an offeror acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer t o CCR clause (either 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications elec tronically via the BPN website at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving a solicitation, to update the representations and certifications as necessary, but a least annually, to keep them current, accurate and complete, and to make ch anges that affect only one solicitation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation.
