Description

Work to be performed under these specifications includes: 1) Sandblast interior surfaces of steel surge tank between elevation 4514.25 ft. and 4640 ft., 2) Apply protective coating to the interior surfaces of steel surge tank between elevation 4514.25 ft. and 4640 ft., and 3) Handle and dispose of all waste. Award will be made to the offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the non-cost and cost factors being evaluated. The technical factors and subfactors to be evaluated are as follows: 1) Heavy Metals Coating Removal and Reapplication Operations and Methodology, 2) Company Experience (in like or similar work), 3) Past Performance, 4) Key Personnel, and 5) Safety. The price range of the work is $100,000 - $250,000. The solicitation package will be available on or around February 16, 2007. Proposals due date is tentatively scheduled for March 20, 2007 at the Bureau of Reclamation's Great Plains Regional Office, 316 North 26th Street, Billings, Montana. There is no charge for the first copy of the solicitation; additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 per set. All reasonable sources may submit a proposal which shall be considered by the Bureau of Reclamation. The North American Industrial Classification Code is 238320. The Standard Industrial Classification Code is 1721. The Small Business Size Standard is $13.0 Million. This acquisition is unrestricted and available for full and open competition. The specifications and drawings will not be posted to the internet; however a complete solicitation package is available in hard copy. To request a hard copy of the solicitation, contractors must fax a request to (406) 247-7798, Attn: Hart Blackeagle. The request must include contractor's name, address, phone/fax numbers, Federal tax identification number and their Dun and Bradstreet number. NOTE 1: Effective October 1, 2003, any contractor interested in doing business with the Federal Government must be registered in Central Contractor Registration. Contractors may register at http://www.ccr.gov. NOTE 2: Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online. All representations and certifications which used to appear in Section K are now located online. To complete your Representations and Certifications (ORCA), contractors must go to http://orca.bpn.gov.
