Description

The Naval Air Systems Command at Patuxent River, MD, intends to negotiate and award a firm fixed price contract to procure technical and engineering support to modify four hundred fifty (450) CH-46E Engine Condition Control Boxes (ECCB), Logic P/N BCL 20-5. The proposed contract will be awarded on a sole source basis to Logic, S.P.A., Cernusco Sul Naviglio, Italy. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort will be for eighteen (18) months after the date of contract award and the work will be performed at Logic in Cernusco Sul Naviglio, Italy. The ECCBs will be modified so that potentiometers adjusted to a null position will fall in a travel range that reflects a -16 fuel control rather than the current -10 fuel control. This change must be made without losing the existing adjustment fidelity and without inducting torque slits. Additionally, the circuitry will be modified to enable fail freeze to be active beginning in the start position. The existing beep trim circuitry will be modified to allow beep reset when the pilot selects manual trim reset in the cockpit. Logic will also develop associated qualification and acceptance test procedures in order to perform the retrofit of these modifications into the ECCBs currently in service. A minimum of twenty-five (25) ECCBs will be modified per month. Numbered Note 22 applies.
