Description
The Naval Air Warfare Center Weapons Division (NAWCWPNS) seeks a qualified vendor to provide a multi-skilled workforce that will perform at all Pacific Range sites although the majority of the effort will support Land and Sea Range efforts at China Lake and Pt. Mugu, CA. The FSC is R407. The NAICS Code is 541330 with a small business size standard of $25 million. The primary focus of this notice is to identify interested sources for information and planning purposes only. This announcement is open until 2:00 PM Pacific Time, 16 February 2007. The Contractor will provide the following work currently performed by SA-TECH: Range instrumentation support, which includes surveillance, tracking, measuring, and scoring equipment for above, on, and below the surface of the ocean, communications for command and control, recording and displaying data, telemetry and systems for automatic acquisition, storage, manipulation, management, movement, control display, switching, in terchange, transmission, or reception of data or information. These may include new systems or modifications to existing systems and support equipment, including automatic test equipment, for new or existing range and threat simulation systems and subsystems. The Contractor shall provide test operations and maintenance in the following areas: communications, frequency monitoring, meteorology, field power systems (fuel-powered generators and photo-voltaic systems), photoelectronics (maintenance and repair of video equipment, cameras, tracking mount trailers, and domes), land targets, range scrap removal, and ordnance removal and cleanup. The Contractor shall provide radar cross section range maintenance and operational support. The Contractor shall provide operation, maintenance, and services for data collection equipment, computer systems, and data display devices, and related services, collecting, transmitting, preparing, processing, tabulating, plotting, and display ing scientific and technical data that are derived from or developed f or flights and tests of rockets, missiles, satellites, test vehicles, aircraft, ships, targets, land vehicles, and other devices associated with Department of Defense programs and related services. These services include operating and maintaining various electronic instrumentation systems and sites for the purpose of collecting trajectory and telemetry test data, command-destruct sites, airborne surveillance radar, automatic and semi-automatic data reduction assessment, plotting and display equipment used in real-time to support NAWCWD operations and operational range control, target control systems, operational display systems, and range instrumentation interfaces, performing data interfacing, software analysis and support to develop, modify, convert, and maintain computer coded production and special purpose data reduction procedures; handling, distributing, storing and disposing of all types of operational and classified data. The Contractor will provide systems enginee ring support, such as, determining specifications and design, identifying and resolving interface problems, developing test requirements, evaluating test data. The Contractor will provide the following work currently performed by Wyle Labs: Optical data processing; aircraft instrumentation data reduction; Land Range Data Center support; aircraft post-flight digitizing operations; data analysis and data products generation; system administration; software development; facility engineering, development, maintenance, and operations; Range Control Center (RCC) Telemetry Test Bay support; and RCC video operations support. The Contractor will provide the following work currently performed by Lockheed Martin: Installation, development, integration, engineering, and operational support for the systems involved in processing and display of Telemetry and Time Space Position Information at the RCC. The Contractor must possess the ability to obtain a TOP SECRET clearance. A draf t Statement of Work has not been developed, but the current Statements of Work are available upon request through FOIA (Freedom of Information Act) by contacting Trudi Slone by e-mail at trudi.slone@navy.mil. Performance of this contract is currently being performed by SA-TECH, Wyle Labs, and Lockheed Martin. Government furnished property will be provided where necessary. If a contract is awarded for this effort, the Government anticipates a cost plus fixed fee (CPFF), indefinite-delivery, indefinite-quantity (IDIQ), delivery order type contract with a 7-year period of performance. The period of performance includes a 3-year base period, with four 1-year options. The performance period will begin on 1 October 2008. The anticipated level of effort is 200 full time equivalents (FTE) per year. However, contract type, duration, and level of effort could change. The work shall be performed primarily at NAWCWPNS China Lake and Pt. Mugu, CA. The solicitation is expected to be released by May 2007. Questions and comments are highly encourage d.
