- Description
- Provide all labor, material, equipment, transportation, supervision, and all incidental related work to recover and remove approximately 110,000 gallons of diesel fuel and 10,000 gallons of various lube oils from multiple storage tanks in and around buildings 325 and 326 aboard Naval Station Great Lakes, IL, in accordance with the 7-page statement of work, its attachments (including 1 page proposal sheet, 20 page safety specification 01525, 5 page analytical data, and 1 page material summary), and all applicable federal, state, and local laws, and regulations. In exchange for title to the recovered fuel and oil, the contractor shall provide a credit to the Government for the value of the recovered fuels, minus the contractor's price and/or applicable fees for removal. The contractor shall then provide replacement fuels, of the types specified in the statement of work, in the quantities, at the time, and to the place directed by the authorized ordering official. Quantities of replacement fuels supplied under this contract shall be limited by the credit balance established for the original recovered materials. This credit amount will be debited, until exhausted, by the amount for each subsequent fuel delivery. Fuel deliveries shall be priced at the OPIS index rate per gallon for the Chicagaland area, and include a fixed fee per gallon for transportation/handling. This will be a no-cost contract that results in an exchange of materials for materials and services only. This acquisition will be limited to small business and the applicable NAICS code is 424720 for which the small business size standard is 100 employees. Period of performance includes a 14 day period for recovery/removal of existing fuel and a period for order/delivery of replacement fuels of approximately 4 to 6 months (until the original fuel credit is exhausted) which shall not extend beyond 31 December 2007 unless mutually agreed by the Contractor and Government. All work to be performed is subject to Service Contract Act wages in accordance with Department of Labor Wage Determination 05-2167 Rev (01) dated 09/21/2006. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Offerors can view and/or download the solicitation at http://esol.navfac.navy.mil/. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns.
