- NSWC Panama City Florida intends to solicit Burnham Polymeric, Inc., 10036 Saratoga Road, South Glen Falls, NY 12803 on a sole source basis for the procurement of Fiber Optic Marine Cable (FOMC). The government will supply the bare optical fiber and Burnham Polymeric will apply the special high strength coating using their patented proprietary process. This acquisition is not suitable for full and open competition for the following reasons: The government spent many years attempting to find/establish a process that would yield a FOMC that would withstand the environmental stresses, marine biological attacks by crustaceans, imparted in the intended application. Only Burnham Polymeric was able to develop a process that produces a FOMC that meets all size, 38 mil +/- 1 mil and 55 mil =/- 1 mil, and performance requirements, maximum attenuation per meter of the coated cable shall be 0.25dB per kilometer at the 1550 nm wavelength, 0.5 dB per kilometer at 1300 nm, and wit hstand 30 lb. (38 mil) and 60 lb. (55 mil) working tensile load with no attenuation degradation, and withstands attack by crustaceans. A five-year firm fixed price indefinite delivery, requirements type contract, is anticipated. Total quantities are estimated at 8.75 million meters of FOMC. Specific delivery requirements will be stated in each order placed under the resultant contract. Projected delivery rate will be up to 40,000 meters per week. Delivery will be the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018, unless otherwise noted in any individual order. NAICS Code 335921, SBA Size Standard is 1000 employees, FSC is 6030. Award will be based on receipt of acceptable proposal on or about May 31, 2007.
