- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-07-Q-1383. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is 1,000 Employees. NUWC Division Newport intends to purchase the following items: Perpetual License of CST STUDIO Suite including one year maintenance (support and updates), License No. 3259-0. Required delivery is 5 days after award. F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Computer Simulation Technology, CST. They are the only known source for these items because the Navy uses a number of broadband, high frequency submarine antennas. Modifications to these antennas, as well as the design of new and improved antennas, require solving complex electromagnetic problems. The only software package available to solve these problems for high frequency resonant structures is Microwave Studio by Computer Simulation Technology (CST). CST is a unique and proprietary electromagnetic modeling simulator that is the industry standard. CST is the only Finite Integral Time Domain solver software available for the simulation of complex high frequency EM problems.
