- This amendment is to extend the release date to January 24,2007. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-07-T-L017 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 and Defense Acquisition Circular 98-79. This acquisition is under the North American Industry Classification System code 423830, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, for the following item: Item 0001: (2) each Mechanical Convection Horizontal Airflow Utility Oven. Purchase Description:. Essential Characteristics: a. Minimum temperature: 60o F or lower b. Maximum temperature: 650o F c. Voltage: 480V, 3 phases, 60 Hz d. Cabinet Type: Floor model e. Airflow: Horizontal f. Interior dimensions: 23 inches wide x 23 inches deep x 47 inches high g. Shelving position: minimum 10 shelf positions on 4 inch centers h. Interior Cabinet Construction: all welded heavy gauge reinforced type 304 stainless steel for heat and corrosion resistance. i. Exterior dimensions: not to exceed 56 inches wide x 47 inches deep x 88 inches high j. Exterior Construction: all welded heavy gauge reinforced cold rolled steel. Exterior of oven doors manufactured of cold rolled steel and interior of stainless steel. k. Control System: Microprocessor based temperature controller with display that displays simultaneously temperature and setpoint temperature. l. Safety door switch: When door is opened oven blower and heating elements will shut off. m. Exterior: corrosion protection to exterior finish n. Weight: not to exceed 1550 Lbs. 5. Documentation Requirements: Three (3) sets of equipment manuals shall be provided. These manuals shall contain all required technical data including operating instructions, parts list, wiring diagrams, mechanical diagrams, and maintenance instructions. 6. Certificate of calibration: Oven shall have certificate of calibration traceable to NIST. 7. Warranty: Standard (at least 1 year) 8. Packaging Requirements: Unit shall be packaged in such a manner that it will be protected from the elements of the weather and damage during shipment. Quantity Required: Two (2) The delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533. Delivery is required within 4 to 6 weeks of awarde or sooner. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2006). The following additions/changes are made to FAR Provisions which is incorporated by reference: The following provision is hereby incorporated by reference: 52.211-14 Notice of Priority Rating for National Defense Use (Sept 1990) FAR 52.212-3, Offer Representation and Certifications-Commercial Items (SEPT 2006), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (SEPT 2005). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (OCT 2006), applies with the following clauses applicable for paragraph (a)and (b); (12)(i) 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program (JUL 2006) (ii) Alternate I (OCT 2006); (17) 252.232-7003 Electronic Submission of Payment Requests (MAY 2006); (20(i) 252.247-7023, Transportation of Supplies by Sea (MAY 2002). Award shall be made to the lowest priced responsible offeror, whose offer conforms to the solicitation, and who demonstrates acceptable past performance. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9. All quotes must be received no later than 3:oo p.m., local time, January, 16 2007.
