Description
NAICS Code: 541990 The U.S. Environmental Protection Agency's (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to the University of Tulsa (UT), of Tulsa, OK, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to procure services for the analysis of student performance and indoor air quality. Under this purchase order, the contractor shall analyze the potential association between IAQ and student performance using previously collected data, from a well designed and implemented study in the school environment; and investigate potential enhancements to EPA's messages on IAQ and student performance through an examination of the associations between IAQ Tools for Schools guidance, improvements to the air quality of schools, and improvements in student performance. The North American Industry Classification System (NAICS) code for this procurement is 541990 "All Other Professional, Scientific, and Technical Services". NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that UT is uniquely qualified to satisfy the Government's requirement as they are the only organization to have performed the extensive data gathering, linking indoor environmental measurements to student productivity in schools, which will be critical to this work. Very limited data actually assessing the association between IAQ in school buildings and student performance and productivity exists. At this point in time, only two studies have been conducted linking indoor environmental measurements to student productivity in schools. One study has been conducted by Dr. Pawel Wargocki of the Technical University of Denmark on Danish schools. The other study-- with a more extensive data set from American schools-- is presently being conducted by Dr. Richard Shaughnessy of the University of Tulsa (UT). No other American researcher has published on this topic, making the UT data set truly unique. The American study is more appropriate for EPA purposes since the study subjects-- American schools-- are truly representative in building age, facility design, facility operations and maintenance protocols, student demographics, etc. of U.S. schools, which means the results are completely applicable to U.S. schools and do not require adjustments due to the factors listed above. This increases the validity of the results. In addition, the Danish study is not as robust since the sample size is smaller. This small data pool decreases precision and possibly the significance, resulting in less convincing findings. Larger data sets increase the precision confidence in study findings. The UT study is comprised of 54 schools, whereas the Danish study is comprised of one school. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
