Description
NASA/ARC has a requirement for on-site software programming, support, development, and maintenance of the existing RADIUS (4D) database. ARC uses the RADIUS (4D) database to track the facilities and fabrication business base. Existing modules created for ARC have been developed, maintained, and continue to be enhanced as business models change due to business and Agency policy changes. The contractor will provide database administration for the 4D production system, perform upgrades and modifications as required, create custom financial reports to provide information for ARC managers to track status of tasks, provide training to system users on an as needed basis, provide software development support if enhancements are required, and maintain the ARC web-based task request system. NASA/ARC intends to purchase the items from CTE Software of Sunnyvale, CA under the authority of 10 U.S.C. 2304 (c)(1), supplies or services required by the agency are available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. CTE Software has unique expertise to perform the required work since they are the developer of the Ames RADIUS (4D) system, and their service is needed to support ARC Service Pools task tracking and Service Request functions. The anticipated period of performance for this contract will be one year from contract award, with four one-year options. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on January 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
