- Sources Sought Synopsis for WFF Airfield Repairs NASA/Wallops Flight Facility (WFF) is seeking Capability Statements from interested small business prime contractors for the repair of the airfield at Wallops Flight Facility, Wallops Island, VA. The scope of work for this project shall include, but is not limited to: Earthwork, site work, bituminous pavement, concrete, and other items to be defined in the Contract Documents. The work shall be complete. It includes furnishing, as applicable or may be required, all contractor?s plant, equipment, safety devices, labor, tools, materials, supplies and services; and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications. The work to be performed under this contract includes spall repairs, full depth pavement repairs, slab removal and replacement, bituminous and concrete pavement crack repair, concrete pavement joint repairs, milling and overlaying bituminous and concrete pavement, and associated work as identified in the contract. It will include remarking all runway pavement markings identified in the contract. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). Capability Statements shall provide the name and location of the plant where the prime contractor will be obtaining the bituminous asphalt paving material. The prospective contractor must have the capability to transport the paving material from the plant to the job site and maintain the material at the critical temperature for application of between 280 degrees F and 350 degrees F. Capability Statements shall be submitted and received in this office not later than close of business February 20, 2007 in order to be evaluated for consideration for this procurement. This is a Sources Sought synopsis. Award for this project is anticipated to be April 2007. NAICS code for this project is 237310. The size standard for this code is $28,500,000. The estimated magnitude for this requirement is between $1,000,000 and $5,000,000. The Contractor will be required to perform on the site, and with its own organization, work equivalent to at least 15% of the total amount of work to be performed under the contract.
