Description
The Federal Aviation Administration (FAA) intends to award a single source purchase order to Quality Techniques Inc. to provide support services for the establishment of an ISO 9001 compliant Quality Management System (QMS) for the Administrator for Regions and Centers (ARC) Logistics Service Centers within the Federal Aviation Administration's Central, Eastern, and Western Logistics Service Areas, and to prepare for ISO 9001 certification. Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. This specific requirement is to support the expansion of ARC's QMS within all three of its logistics services centers, Western, Central and Eastern. The ARC Logistics Service Centers' need is to standardize and align their QMS processes under a single QMS model for reasons of efficiency, standardization and improved quality of goods and services, and recognizes the process improvements achieved within the Southwest region and would like to multiply these gains by bringing all regions and service centers under a single QMS as they prepare for an ARC wide ISO 9001 certification by 2010. Quality Techniques recently worked with the Southwest region of the Central Service Center to develop their QMS, which led to a successful ISO 9001 certification audit by an independent ISO Registrar. Quality Techniques has a solid understanding and in-depth knowledge of ARC's logistics business and can use this experience to further standardize and improve processes across the remaining regions and service centers. A competitive solicitation is not available for this procurement because of the time constraints associated with the completion of this effort. If your firm believes it can fulfill the requirement, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
