- The Naval Surface Warfare Center, Panama City, Florida is seeking information on composite adaptable pitch propeller blades for the Landing Craft Air-Cushion (LCAC). The application is for use on US Navy Hovercraft, and may also have potential for the LCAC replacement craft- the Joint Maritime Assault Connector (JMAC). This search is not restricted to current approaches or systems used in the maritime environment. It does include any adaptable pitch technology, potentially suited for the above application used in diverse maritime as well as land environments. NSWC Panama City is interested in already-developed technology that can provide LCAC propeller blades capable of passively adapting pitch angle in response to fluctuating loads and inlet airflow. The desired blades will twist in response to changing loads in order to provide a more even load distribution and alleviate issues with uneven inflow to the propellers due to various flow blockages. In the design optimization phase it will be required to dynamically predict the blade shape under load and design the fiber layouts accordingly, then conventional composite methods will be used for fabrication. The potential benefits are 1) reduced flow-induced vibration for fewer fatigue-related maintenance issues 2) reduced acoustic noise for lower acoustic signature and 3) improved efficiency providing increased thrust at current horsepower levels. To foster competition and help lower procurement costs, the Navy will also consider non-adaptable, direct-replacement composite propel ler blades. This announcement will serve as a first step for evaluating alternatives and supporting In-Service Engineering Agent (ISEA) research and development efforts. Systems could be acquired in the future for Test and Evaluation for future LCAC ISEA installation. Both off-the-shelf and developmental approaches will be considered. Responses to this announcement should include a technical description and detailed characteristics of the Adaptable Pitch Propellers for use on the Landing Craft Air-Cushion (LCAC). System descriptions should have enough information for the government to make informed decisions. Information submitted shall be marked with restrictive legends as deemed appropriate by the potential offeror. Data with restrictive markings will be handled in accordance with the restrictions thereto. Interested firms must provide electronic submittals in MS Word or Adobe Acrobat format. Only prime contractors should respond. The Government will evaluate the submittals for their potential to reduce the cost of LCAC ISEA efforts. Organizations that submit materials/designs, which are determined by the evaluation team as possessing significant potential for contributing to the solution of the LCAC Maintenance problem, may be provided an opportunity to demonstrate their system. This announcement should not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published on the Navy Electronic Commerce online (NECO), Federal Business Opportunities (FBO), and NSWC PC intranet.
