Description
THIS IS NOT A SOLICITATION--THE SOLICITATION WILL BE RELEASED FOR DOWNLOAD ON OR ABOUT 13 MARCH 2007.... NUWC Keyport intends to issue a solicitation for the following non-commercial items: Hazardous Waste Disposal Services for both liquid and solid waste contaminated with Otto Fuel II (Reference MIL-O-82672) and other hazardous substances (e.g. solvents, oils, alcohol, detergents, cyanide and organic halogen) requiring on-site pickup and disposal at approved disposal sites utilizing approved techniques (Reference DOT 49 CFR, EPA 40 CFR, OSHA 29 CFR). Award of an Indefinite Delivery / Indefinite Quantity contract with a base year and four option years with a guaranteed minimum of $50,000.00 is contemplated. Award by Lot (geographical area) is possible. FOB: Destination. The period of performance will be for a period of one year from 04 August 2007 or date of award, whichever is later, with four option years included. Possible Performance locations include: NUWC Keyport, WA, Naval Air Station North Island, CA, Point Loma Naval Complex, San Diego, CA, Pt. Loma Seal Beach Det achment, NUWC Newport, RI, Naval Air Station Jacksonville, FL, NWS Yorktown, Military Traffic Management Command, Cape Canaveral, FL, Naval Submarine Base, Pearl Harbor, HI, Pacific Missile Range, Kauai,. HI, NWS Pt. Hadlock, WA, NAVMAG Lualualei HI, Young Brothers LTD, HI. Full and open competition utilizing FAR part 15 is anticipated. This is not a commercial acquisition. A firm fixed price service contract is anticipated. Selection of the contractor(s) is to be based on the lowest price, technically acceptable offer. This contract will be subject to the Trade Agreement Act of 1979. The Service Contract Act applies. It is anticipated that solicitation N00253-07-R-0016 will be issued on or around 12 February 2007 and will close on or around 13 March 2007. The applicable NAICS code for this requirement is 562112 and has a size standard of $11,500,000.00. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610 or the other specified performance locations listed abov e. After downloading the solicitation, firms interested in submitting quotes must complete the pricing and all representations and certifications. The OTTO Fuel Technical Manual referenced in this Solicitation is restricted by the Arms Export Control Act and is ONLY available to vendors/contractors appointed Data Custodian that is registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendor?s/Contractor?s Data Custodian?s that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electronic government initiatives such as NECO and the Central Contractor Registration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and the appointed Data Custodian must be FedTeDS registered. Registration instructions can be found on the FedTeDS website, (https://www.fedteds.gov) by clicking on the "Register with FedTeDS" hyperlink then select the option ?Begin Vendor/Contractor Registration Process? It is recommended that firms interested in submitting quotes register with the Joint Certification Program prior to the release of the solicitation, to insure timely receipt of the drawings. Contractors shall ensure current registration in the DoD Central Contractor Registration database http://www.ccr.gov. A bidders list will not be maintained by this office. No paper copies of the RFQ/amendments will be mailed. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation. Failure to respond to this RFQ/RFP and associated amendments prior to the date and time established may render an offer non-responsive and result in rejection. The following Notes 8 and 26 apply to this order.
