- NAICS Code: 541620 The U.S. Environmental Protection Agency's (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to the Regulatory Assistance Project (RAP) of Gardiner, ME under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to procure support services on electric utility regulation and methods of increasing the use of combined heat and power (CHP). Under this purchase order, the contractor shall update and maintain background white papers on interconnection rules and standby rates; and provide direct assistance to up to ten states on utility rules significantly impacting CHP. The states' utility regulators will receive assistance regarding interconnection standards, standby rates, and CHP as an eligible Renewable Portfolio Standards (RPS) resource. These topics may also be discussed from a clean Distributed Generation (DG) perspective (RE and CHP), where possible. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that the Regulatory Assistance Project (RAP) is uniquely qualified to satisfy the Government's requirement as they have gained unique expertise and knowledge by working with public utility regulators in 45 states and several foreign countries. In addition, RAP has designed and conducted a national survey and study of selected utility standby rates, which has enabled the organization to build relationships and contacts at numerous utilities across the nation, and also gives them a unique level of knowledge and detail on the subject, which cannot be gained by a reader of the study. Furthermore, RAP, as the convener, facilitator and key participant in the national stakeholder development of a model DG emissions rule, RAP has gained unparalleled experience in discussing, analyzing and facilitating the development of language for state-wide regulations. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date of this announcement may be considered.
