The proposed acquisition is for an umbrella program which includes the following: 1) infrastructure development, consisting of approximately 1000 small-scale projects with the construction cost for each project between $5,000 and $50,000 and 15 to 20 mid-scale projects with construction costs over $50,000 up to $4,000,000 for each project; 2) business development activities targeted at laying the groundwork for increased private investment in Mindanao when and where peace and the order situation allows; 3) workforce preparation interventions such as expanding computer and internet education at elementary and high schools, improving English language skills of students to qualify them for jobs, and providing scholarships and internships ; 4) governance improvement aimed at addressing and improving the collection of local taxes and increasing revenues, clarification of land ownership and titling, etc; 5) other program activities such as resolution of disputes in conflict-affected areas, improved and more efficient shipping services and port operations, establishing and improving free trade zones/export processing zones, etc.; 6) communication and information services to include press briefings, producing informational materials, producing news articles each month for placement in the Manila and Mindanao press as well as international media, arranging radio/TV appearances, and providing the opportunity to discuss activities and accomplishments of GEM-3 Program; 7) facilitation services, which includes arranging introductions for public officials at all levels, providing information and guidance regarding the security situation in various areas of Mindanao, organizing ceremonies and related events and visits to USAID-supported activities in Mindanao for visiting high-level officials and other distinguished visitors who wish to familiarize themselves with Mindanao and USAID activities in Mindanao; and 8) special activities fund for appropriate items and activities, including studies, evaluations, surveys, workshops, supporting the attainment of peace and development objectives in Mindanao, etc. Additionally, the GEM 3 Program includes an option for former combatant reintegration activities, which may be exercised at the unilateral option of USAID should an acceptable final peace agreement be reached between the Moro Islamic Liberation Front (MILF) and the Government of the Republic of the Philippines. It is anticipated that the RFP will be released by February 15, 2007, and the award of a contract by August 15, 2007. The competitive proposal method of solicitation as set forth in FAR Part 15 will be used for this acquisition. It is contemplated that a single performance-based, cost reimbursement type contract with a period of performance of five years will be awarded as a result of the solicitation. The evaluation will be based on best value considering the RFP's evaluation criteria.
