Description
The Defense Supply Center Richmond (DSCR) is attempting to establish a long-term contract (LTC), Indefinite Quantity Contract (IQC), for NSNs 9150-00-111-3199, 9150-00-111-0208, 9150-00-111-0209, 9150-00-111-0210, 9150-01-293-2773, 9150-01-293-7696, and 9150-01-293-2772; Lubricating Oil, Engine IAW MIL-PRF-21260E, Products Qualified and Listed on the Qualified Products List for SAE J2361 are also qualified for MIL-PRF-21260E. QAP 103 is applicable for all NSNs. Surge and Sustainment Quantities are applicable to all NSNs. NSN 9150-00-111-3199 is utilized on Submarine Auxiliary and Miscellaneous Systems; Submarine Hull Structure; Sealift Support Facilities Program (SSFP) Equipment; Apache AH-64 Helicopter; Howitzer, 155MM, M-198; Torpedo MK 48; Topographic Support System; Ohio Class SSBN; Support Equipment, C-5 Aircraft; and Strategic Weapon Systems (Poseidon and Trident). NSN 9150-00-111-0208 is utilized on Aircraft, Stratolifter C-KC 135 and Support Equipment, PV-10A Aircraft/C-5 Aircraft/B-2 Bomber. NSN 9150-00-111-0209 is utilized on Submarine Hull Structure; Sealift Support Facilities Program Equipment; Submarine Auxillary and Miscellaneous Systems; Ohio Class SSBN (Trident); Howitzer, M102; Seawolf Class SSN; Aircraft, OV-10A; Helicopter, Super Jolly H-53; Helicopter, Green Giant H-3; and Simulator, F-4. NSN 9150-00-111-0210 is utilized on Chaparral/Vulcan ADS/SSAMD and Electric Power Generation System. NSNs 9150-01-293-2773, 9150-01-293-7696, and 9150-01-293-2772 are utilized on the Helicopter, Green Giant H-3. FOB Destination with Inspection and Acceptance at Destination for all NSNs. Required delivery is 30 days ARO for all line items. These NSNs are Critical Application Items, are Commercial Items, and are not Critical Safety Items as of 01/19/2007. The solicitation is issued as a partial small business set-aside with 50% set aside for small businesses. A subcontracting plan will be required for the unrestricted portion. Economic Price Adjustment provisions for Petroleum will be applicable. Solicitation will result in an Indefinite Quantity Contract (IQC) for a base year plus two 12 month option years. Pricing will be evaluated on the Estimated Annual Demand (EAD). All of the following quantities apply to both the unrestricted and restricted portions of the solicitation. 9150-00-111-3199 has an EAD of 1,632 CN for the base year and each option year and has a Guaranteed minimum of 369 CN for the base year only. 9150-00-111-0208 has an EAD of 504 DR for the base year and each option year and has a Guaranteed minimum of 120 DR for the base year only. 9150-00-111-0209 has an EAD of 918 CN for the base year and each option year and has a Guaranteed minimum of 180 CN for the base year only. 9150-00-111-0210 has an EAD of 282 DR for the base year and each option year and a Guaranteed minimum of 40 DR for the base year only. 9150-01-293-2773 has an EAD of 180 CN for the base year and each option year and a Guaranteed minimum of 36 CN for the base year only. 9150-01-293-7696 has an EAD of 714 CN for the base year and each option years and a Guaranteed minimum of 180 CN for the base year only. NSN 9150-01-293-2772 has an EAD of 120 DR for the base year and each option year and a Guaranteed minimum of 120 DR for the base year only. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Solicitation issue date is 20 FEB 2007, and the solicitation closing date is 30 MAR 2007.
