- COMBINED SYNOPSIS AND SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement is W381044Y and it is being issued as a Request for Quotation (RFQ). This procurement is a total small business set-aside and the associated North American Industry Classification System (NAICS) codes are 517310, 334290, 518210. The Department of Homeland Security?s Federal Emergency Management Agency (FEMA) Information Technology Enterprise Operations Headquarters Office has a need for a 911 Call Emergency Management System that can support the requirements to identify the caller, determine the location, notify the responsible 911 call emergency responders, and provide the capability to accept changes as personnel move, reassigned and change the emergency information for 911 calls. The changes are required to route the calls to the appropriate personnel in multiple locations. Emergency 911 calls made from any FEMA location i.e. Design Center, Crystal City, Patriots Plaza, 999 E St. NW, or FEMA Headquarters will be directed to the security guards at that location, to the lobby guard desk at FEMA Headquarters, and to the appropriate 911 center. The call will prompt an audible alarm on the computer screen and identify the person, the phone number and location including building, floor, room or cubicle number where the call is originating from. If electronic format maps are available the location can be super imposed on the map if preferred by the Safety and Security Office. The call can be recorded while the guards are determining the nature of the emergency. If deemed necessary the call can be allowed by the guards to proceed automatically to the appropriate geographical 911 call center. The emergency call management system will include the necessary hardware components, installation, PBX integration, populating the personnel database, building of the Optivity Telephony Manager (OTM) database, integration and implementing the OTM database into the HQ PBX, training 6 technicians, and providing maintenance and support for one 1 year from implementation. The emergency call management system must be capable of further expansion as future satellite facilities are leased and integrated into the FEMA Headquarters? PBX. The Emergency Call Management System must be installed and fully functional within 45 days from the date of award which is estimated to be on Monday, February 12, 2007. The period of performance is from the date of award not to exceed 365 days. FEMA intends to award a fixed-price purchase order for the above 911 Emergency Management System. All responsible sources may submit a quote, which shall be considered by FEMA. Offerors will be evaluated in accordance with the criteria contained within this solicitation as follows: price and technical capability of the system to meet the agency?s need. The Government will award a purchase order to the lowest priced, technically acceptable offeror. The offerors shall submit a firm fixed price quote for the above requirement. Awards will be made without further discussion. STATEMENT OF WORK Emergency Call Management System Background: The Federal Emergency Management Agency (FEMA) work place must prove a safe and secure environment for the staff, but this requires more than just guards and metal detectors. Emergencies can occur in the work place requiring responses from outside organizations. This requires an emergency call management system. The system must be capable of support the FEMA HQ operations which include staff working in the Design Center, Patriot Plaza, Crystal City and other locations in the Washington, DC area. This disbursement of personnel adds a new dimension to the emergency call system requirements. The system must be able to identify the caller, provide the location, and route the call to the appropriate 911 centers to ensure the responsible emergency support staff is notified in a timely manner.
