- This procurement is a HUBZone Set-Aside. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about February 10, 2007 at http://www.eps.gov/. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. THIS REQUIREMENT IS HUBZONE SET-ASIDE FOR COMMERCIAL ITEMS AND WILL BE EVALUATED USING PAST PERFORMANCE AS AN EVALUATION FACTOR. Provide all labor, material and equipment necessary to perform drydock repairs to the USCGC SCIOTO (WLR-65504) including but not limited to the following Base items: Remove, Inspect, and Reinstall Propeller Shafts; Renew Water Lubricated Shaft Bearings; Remove, Inspect, and Reinstall Propellers; Clean, Inspect, and Test Grid Coolers; Overhaul and Renew Valves; Remove, Inspect and Reinstall Rudder Assemblies; Preserve Spud and Spud Well Surfaces; Protect Aton Crane and Boat Davits; Inspect Various Deck Fittings; Preserve and Disinfect Potable Water Tanks; Preserve Barge Buoy Deck; Provide Temporary Logistics; Routine Drydocking; Structural Weld Repairs; Remove Insulation and Preserve Lazarette; Coating System Visual Inspection; Painting of Draft Marks on Barge and Tender; and, Inspect and Overhaul Duplex Strainers. The vessel is a 65 Foot ?B? Class River Buoy Tender and 100 Foot Barge. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Vessel's homepier is located at KEOKUK, IA. All repairs are to be performed at the CONTRACTOR'S FACILITY. The place of performance for this vessel is geographically restricted to the Western Rivers of the United States. The Western Rivers means the navigable portions of the Mississippi River and its tributaries above mile 0 of the lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard Aids to navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the Western Rivers, but especially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. The performance period is FORTY-SEVEN (47) calendar days beginning on or about May 21, 2007. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. For information concerning this acquisition contact the Contracting Official listed above.
