- FPS Advisory Group, LLC (FPS), acting on behalf of the Air Force Program Office-San Antonio, and the Headquarters Air Force Space Command (AFSPC), anticipates the release of its Request for Proposal (RFP) for the Privatization of Military Family Housing for the Vandenberg Air Force Base project on or about 02 February 2007. FPS intends to employ a one-step RFP process. In their proposals, each prospective Offeror (or Offeror team) will submit written evidence of its qualifications, experience, references and access to financial resources, financial strategy as well as a description of its technical approach to the Vandenberg AFB project as described in the RFP. FPS will evaluate proposals on the basis of evaluation criteria stated in the RFP and recommend a Highest Ranking Offeror (HRO) to the Air Force. The HRO will then begin negotiations with the Air Force and complete additional remaining submittal requirements needed for closing the real estate transaction. These additional submittal requirements are also identified in the RFP. The project involves a real estate transaction to privatize all of the military family housing for Vandenberg AFB. The Government will lease land and convey 1,336 existing housing units and other improvements by fee ownership to the Successful Offeror. The Successful Offeror will; demolish 633 units (including 132 Excess Units), renovate 703 units and construct 164 new units. Included in the units conveyed are 835 MILCON units constructed between 1995 and 2002. 132 of the MILCON units are in excess of the HRMA demographics requirements. Offerors may elect to designate as many as 132 of these units as Excess Units and continue to own, operate, and manage them after the expiration of the six-year Initial Development Period subject to the requirements and restrictions contained in the RFP. The Successful Offeror will finance, plan, design and construct improvements, as well as own and operate the rental housing development for military families for 50 years. The Government's goal is to provide military families access to safe, secure, quality, affordable, well-maintained housing in a community where they will choose to live. An Industry Forum was conducted on January 4, 2007 at the Pacific Coast Club at Vandenberg AFB.
