Description
This synopsis/solicitation is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. Request For Proposal Number N00178-07-R-3016 is for the acquisition of CLIN 0001, one (1) each VariGenTM Electronic Warfare Environme nt Generator/Simulator. This solicitation document incorporates clauses and provisions in effect through Federal Acquisition Circular 2005-14, effective 22 November 2006, Class Deviation 2005-o0001, and DFARS Change Notice 20061219. This acquisition is being fulfilled on a sole, source basis with Varilog Research, Incorporated; 5020 Sunnyside Avenue; Beltsville, Maryland 20705-2307. The VariGenTM simulator supports the production of the AN/SLQ-32(V) threat database, upgrades to the Surface Electronic Warfare Improvement Program (SEWIP), and interoperability testing and threat database development for the Rapid Anti-Ship Integrated Defense and Shipboard Self-Defense Systems and NULKA programs. The required simulator must be compatible with previous simulators procured by the Government (Naval Surface Warfare Center, Crane Division) to ensure reliability of test data. CLIN 0001 shall be delivered to Naval Surface Warfare Center, Dahlgren Division; Building 125/Receivin g Officer; 17320 Dahlgren Road; Dahlgren, Virginia 22448-5100, betwee n the hours of 0700 and 1430 local time on weekdays. No deliveries will be accepted on Federal Holidays. Delivery shall be 180 days from the date of award. The F.O.B. Point is Destination (Dahlgren, Virginia). The following FAR and DFARS provisions and clauses apply to this acquisition and are incorporated by reference: 1) FAR 52.212-1-Instructions to Offerors - Commercial Items; 2) FAR 52.212-3-Offeror Representations and Certifications ? Commercial Items; 3) FAR 52.212-4-Contract Terms and Conditions ? Commercial Items; 4) 52.212-5-Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (Deviation); 5) DFAR 252.212-7000-Offeror Representations and Certifications?Commercial Items; and 6) DFAR 252.212-7002-Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions and Commercial Items (with selection of elements as required by DFAR prescription). The FAR and DFAR provisio ns and clauses referenced by this solicitation can be found in full text at http://www.farsite.hill.af.mil. The contract award document will include a clause prohibiting employment of any active-duty U.S. Government military or civilian personnel without prior written approval of the Contracting Officer. The offeror shall convey all standard manufacturer commercial warranties to the Government. Representations and Certifications shown at FAR 52.212-3 and DFAR 252.212-7000 must be completed and submitted with the offeror?s proposal for this requirement. Additionally, the offeror?s proposal shall include prior sales history to include number of the same or similar items sold both commercially and to the Government; price of items; and contact information for the last three sales of the same or similar items. This acquisition will be result in the issuance of a Firm Fixed-Price (Commercial Hardware) contract. In order to be eligible for award, offerors must be determined responsible in accordance with FAR 9.104-1 and be registered in the Central Co ntractor Registry (CCR). (Offerors may obtain information on registration in the CCR via the Internet at http://www.ccr.gov/.) The closing date for Request For Proposal Number N00178-07-R-3016 is 29 January 2007 at 1400, EST. Anticipated Award date is 15 February 2007. The NAICS Code associated with this procurement is 541511 and has a small business size standard of $23M.
