Description
The Naval Surface Warfare Center, Panama City (NSWC PC) intends to issue a contract to Carleton Technologies Inc., Tampa, Florida to refurbish, assemble, deliver, and support fifteen (15) Naval Special Warfare (NSW) Upgraded Underwater Breathing Apparatus (UUBA), as well as options for up to 112 additional UUBAs. The UUBA is defined as a MK 16 Underwater Breathing Apparatus with an upgrade kit installed. This contract effort applies to the MK 16 upgraded portion of the UUBA, hereafter referred to as ?upgrade kit,? as well as the entire UBA with the upgrade kit installed, hereafter referred to as ?UUBA.? An upgrade kit includes all mechanical, electrical and electronic improvements necessary to implement the upgrade on the MK 16. This procurement includes options for spare parts and soft goods kits to maintain the UUBA for a minimum of 2 years. Additionally, there is an option for Carleton Technologies to provide testing support services to verify Environmental Conditions, Transportability, Electromagnetic Interference, and Influence Signature requirements for the UUBA. Carleton Technologies will also provide the necessary labor and resources required to establish and perform interim depot level (D-level) maintenance and repair support for the UUBA. Finally, Carleton Technologies will provide Operators and Maintenance training sufficient to provide the necessary information, skill development, and practical application required by the student to set up, check out, operate and perform preventative maintenance on the UUBA. These UUBAs are being refurbished and reconfigured for delivery to the fleet. This procurement also includes options to assemble, deliver, and support up to fifty-one (51) new UUBAs, and thirty-six (36) new NUBAs. A NUBA is defined as an Explosive Ordnance Disposal (EOD) MK 16 UBA with an upgrade kit installed. The MK 16 is an analog, electronically controlled, fully closed circuit, mixed gas, constant par tial pressure breathing apparatus used by NSW during clandestine missi ons. The upgrade will modernize the electronics to a digital system, increasing reliability while reducing dive setup time and cost. This procurement is sole source for the following reasons. Carleton Technologies is the Original Equipment Manufacturer (OEM) of the MK 16 UBA. As the OEM, only Carleton Technologies can accurately perform all of the refurbishments and upgrades to the MK 16 to successfully transition the system to UUBA and NUBA respectively. The Mk16 is a certified life support system. As such, only approved components can be used on the system. In summary, Carleton Technologies is the only responsible source due to their unique qualifications as sole manufacturer of the MK16 UBA. Use of another company to refurbish and reconfigure the currently fielded UBAs would result in extensive re-qualification and certification testing which is cost and time prohibitive. Award will be made based on responsible proposal, on or about 30 Jun 07. Delivery will be mad e to NSWC PC. NAICS Code: 541990, Size Standard: 500 employees, PSC Code: 4220
