Description
The U.S. Environmental Protection Agency Office of Pesticide Programs (OPP) located at 2777 S. Crystal Drive, Arlington, VA is responsible for regulating the supply and use of chemical and biological agents produced, marketed, or used for pest control in the United States. Under the authority of various regulations OPP register and classifies pesticide products, set tolerances for permissible pesticide residues in food or feed commodities and suspends or cancels registration and other regulatory clearances of pesticides. In reaching its decision OPP assesses potential risks of pesticide use, estimates the benefits of pesticide use, develops criteria and standards for regulation and record both its regulatory conclusions and their rationale. In performing these duties the Office of Pesticide Programs receives numerous technical documents, studies, chemical descriptions, and product labels from pesticide firms and other sources, as well as generate substantial amounts of information about the regulatory decisions of OPP. The receipt and subsequent retaining of all information used in the decision making process must be easily accessible for review. Therefore, OPP has a requirement to produce images of study documents, pesticide products administrative documents (registration jackets), and pesticide product labels on CD; this requires conversion of paper documents to electronic documents for retrieval and retention. The requirement also includes the destruction of hard copy study documentation through a secure facility and the operations of the Information Service Center. The work is performed on-site at 2777 S. Crystal Drive, Arlington, VA. This is the pre-solicitation notice for this requirement. The draft statement of work and the FIFRCA security manual are posted at EPA's website http://www.epa.gov/oamhpod1/adp_placement/10593/index.htm. The Request for Proposal (RFP) will be issued on or about February 1, 2007. Contractor's interested in this requirement should monitor the EPA?s website for posting of information.
