Description

The Pension Benefit Guaranty Corporation (PBGC) intends modify contract PBGC01-CT-03-0667 with Morneau Sobeco of Montreal, QC, on an other than full and open competitive basis. Morneau Sobeco is currently responsible for modifying their proprietary Parameter-Driven Benefit Calculation Software (Ariel) to meet the needs of PBGC, provide software on the modified application and assist PBGC in the initial production implementation. The anticipated modification to the contract will provide for additional training required in order for PBGC to accurately integrate pension plans into the application. The specific Integrated Training includes: (1) an Overview of Ariel Parameters and Data Structure, (2) a condensed version of course listed in (1) above, and (3) Basic Integration. In view of the provider's familiarity with the complexities of the modifications to their propritary software required by PBGC, extensive systems experience with PBGC's environment, and the time already spent in providing specialized training under this contract, it is PBGC belief that it would be in our best interest for the current provider to develop the customized and proprietary training needed to integrate PBGC actuaries. This is not a request for proposal. See Note 22.
