- Description
- The work associated with this project is Design and Construction of an approximately 20-acre lined landfill expansion area. The project will provide approximately 1.2 million cubic yards of landfill volume as required for Phase II of the planned seven phase expansion program for the Las Pulgas Landfill at Marine Corps Base, Camp Pendleton, California. The landfill expansion will include a liner and leachate recovery system (LCARS) and will comply with the regulatory requirements of California Code of Regulations (CCR) Title 27 Chapters 3 and 4 and Code of Federal Regulations (CFR) Titles 40 and 258, Subpart C, Operating Criteria and Subpart D, Design Criteria, including extensive outside agency oversight. The contract will be awarded using source selection procedures to determine the offeror offering the Best Value to the Government. Technical/Management Approach, Past Performance, Safety, Subcontracting Effort, and Price factors will be considered to establish the demonstrated ability of the offeror to perform the requirements of this contract. Interested firms are expected to review the RFP and participate in a pre-proposal conference, provide proposed prices for the project and provide proposal information requested to evaluate their technical and past performance factors and sub factors. The magnitude of construction is between $5m and $10m. Plans and Specifications may be obtained, in electronic format only, from the Navy's E-solicitation website www.esol.navfac.navy.mil - after the solicitation issue date.
