- The National Aeronautics and Space Administration (NASA) at the Kennedy Space Center (KSC) is interested in working with an entity to provide student internships for students to work at the Kennedy Space Center in support of the Center?s mission through the award of a cooperative agreement. Students must have a 3.00 overall GPA, be a US citizen, and be enrolled as a full time student in an accredited educational institution. Students must be at least 16 years of age at the time of entering the first work period and pass a background investigation. The total number of participants is estimated to be 35 during the first year and could expand to approximately 45 students participating in later years. NASA anticipates continuing support for this program for one full program cycle, contingent on the availability of funds, progress, and continued relevance to the NASA mission. The purpose of the Kennedy Space Center?s (KSC) Intern Program (KIP) is to provide work experiences that relate to the degree being pursued. In addition, this will provide opportunities that train, educate and motivate students to pursue college/university degree programs leading to NASA-related careers in business, science and engineering related disciplines. Depending on the needs of KSC, students may be provided an opportunity to intern more than one term. In addition, some students may be high school seniors from the local area. The goals of the program are to: ? Encourage students to stay in school by increasing awareness and interest in business and engineering career fields; ? Help students develop skills and exposure necessary for successful careers in NASA/KSC related professions; ? Provide college students with financial aid to promote their retention in school and to encourage their completion of a college education; ? Provide additional administrative and technical support to NASA/KSC; ? Create a mechanism to help students pipeline into other KSC student programs, and eventually gain entry into the NASA workforce; ? Build partnerships with the community, government, industry and educational institutions to enhance program efforts and maximize the diversity and quality of students that participate and benefit from this internship experience. A. Collaborative Statement The successful partner organization shall, as a minimum, integrate the following activities into its proposal: Provider: a) Employ students and administer the KIP program i. Assist in marketing the program and recruitment of interns at targeted academic institutions and student groups ii. Implement a standardized process for collecting and screening applications to determine which students are eligible for KIP. Note: KSC has found it is beneficial to selecting officials to have applicants provide a resume, a letter outlining their career interests and goals, an academic transcript and a letter of recommendation from a professor. iii. Compile and provide a report to NASA/KSC listing all qualified students iv. Notify students of selection v. Provide student with forms that may be required by NASA security vi. Provide official appointment letters vii. Pay student stipends and to reimburse them for fees charged by some academic institutions to participate in this intern program and NASA/KSC?s Cooperative Education Program. viii. Notify those students who were not selected to continue in the KIP ix. Provide quarterly summary reports such as schools recruited from, number of applicants, number selected, etc. Format and content to be decided jointly between KSC and the provider b) Implement and maintain administrative and accounting procedures for employee processing, payroll and fee reimbursement activities B. KSC Responsibilities: ? Provide a coordinator as a central point of contact for managing the KIP ? Provide necessary office tools such as phone, workstation, etc. ? Provide a mentor and work assignments commensurate with the student?s academic major and level ? Cooperate with award recipient to identify potential student groups and academic institutions from which to recruit ? Assist award recipient in application and selection process ? Make selections, determine duration of internship and inform provider ? Evaluate student?s performance and determine student?s continuance the KIP or possible conversion into the Co-op Program ? Fund provider to pay stipends for each student Proposals which offer matching funding or leveraged expertise are encouraged. A sampling of education programs can be found at: http://apps.ksc.nasa.gov/edcal/index.cfm (1) The proposal shall be submitted in English and shall not exceed 10 pages (8-1/2 x 11 single-spaced). Pitch requirements are 12 pitch with 1 inch left, right, and bottom margins and 1-1/2-inch top margin. The proposal may be submitted in electronic format as MS Word for Windows document for the text and MS Excel for Windows for cost information. The first page of the proposal must be an executive summary of the proposed project, including the intended management approach. The proposal shall include full discussion of the scope, nature, and objectives of the proposed effort. The proposal should discuss the offeror's capabilities and qualifications including discussion of key personnel, relevant offeror experience and adequacy of offeror's facilities and instrumentation. The offeror should provide the necessary scheduling, planning and budgeting documentation that fully describes the proposed program, which should include the offeror's approach for controlling expenditures and labor hours. All proprietary material shall be clearly marked. (2) At least one grant/cooperative agreement award is anticipated. Proposals will be evaluated and awarded approximately thirty days from the proposed deadline. Proposals not selected will be kept on file for one year. Issuance of this announcement does not obligate the Government to pay any proposal preparation costs or to award any grant/cooperative agreement. The government reserves the right to select for award any, all, part, or none of the proposals received, subject to availability of funding. (3) EVALUATION FACTORS: Selection of proposal(s) for award will be based on an assessment of those that are most advantageous to the KSC mission and availability of funds. The principal elements (of approximately equal weight) to be considered in the evaluation process are as follows: A. Evaluation of intrinsic merit includes the consideration of the following factors: 1. Overall technical merit of the proposal, including unique and innovative methods, approaches, or concepts demonstrated by the proposal. 2. Offeror's capabilities, related experience, techniques, or unique combinations of these, which are integral factors for achieving the proposal objectives. 3. The qualifications, capabilities, and experience of the proposed principal investigator, team leader, or key personnel critical in achieving the proposal objectives. 4. Any leveraged funding or resources. B. Evaluation of the cost of the proposed effort, including the realism and reasonableness of the proposed cost and availability of funding. (4) This announcement will remain open through close of business 2/12/07. In order for proposals to be considered for award in the first evaluation period, they must be submitted by 4:00 pm EST on 2/12/07. Only proposals addressing the program description noted above will be accepted. Proposals accepted will be evaluated and awarded within approximately 30 days, subject to availability of funds. Meritorious proposals that do not receive awards will be kept on file.
