- This is a combined synopsis/solicitation for commercial rescue hoist training associated with all models of MH-47 and MH-60 special operations aircraft prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. The United States Special Operations Command, Technology Applications Program Office (TAPO), has a requirement for training associated with operating, maintaining, and repairing the Breeze-Eastern rescue hoist. The Government intends to establish a Blanket Purchase Agreement (BPA) with Breeze-Eastern, 700 Liberty Avenue, Union, NJ 07083, on a sole source basis, as a result of this announcement. The BPA performance period will be in effect until 21 Jan 2009. Individual calls under the BPA is limited to $20,000 or less, with a cumulative BPA dollar limit of $100,000. Notice of completion of training (via Certification of Services) shall be submitted to the procuring contracting officer (PCO), designated payment office, and TAPO, unless otherwise stated in each BPA call. The training schedule will be specified in each call. FOB and Acceptance/Inspection is at destination by Government, unless otherwise stated. The Government is obligated only to the extent of authorized purchases actually made under each BPA. A list of individuals authorized to purchase under the BPA, identified by name of individual, organizational component, and the dollar limitation per purchase for each individual will be furnished to the provider by the contracting officer. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-15. The NAICS code for this acquisition is 336413 and the small business standard is 1000 employees.
