Description
The US Agency for International Development (USAID/Washington) intends to issue a Request for Proposal (RFP) on behalf of its Mission in the Republic of Haiti in anticipation of a cost-reimbursement, level of effort contract to provide technical assistance to the new democratically-elected Government of Haiti. To enhance Haitis capacity to undertake an ambitious development plan, the Government of Haiti (GOH) has requested US technical assistance in implementing significant reforms and modernizing state functions based on best practice models. To assist the GOH in its effort, USAID intends to provide for the services of technical advisors to GOH Ministries and Offices (Ministries of Planning and External Cooperation, Commerce, Education, Agriculture, Justice, Public Works, Womens Affairs, Environment, Finance, the Investment Facilitation Center, the Prime Ministers Office, et al) under an Advisory and Assistance Services contract that will expand US support over the next three years (2007 / 2010), helping to strengthen GOH institutions and to ensure that the USG and other donor investments continue to achieve their full potential while instilling best practices in the institutions supported. The successful contractor will work with the GOH Ministry of Plan and External Cooperation and USAID/Haiti to determine the placement of advisors based on a needs assessment or in response to a request for technical assistance. This is a three-year activity, including one base year and two option years. This requirement will be subject to full and open competition and the procedures set forth in FAR Part 15 shall apply. The authorized geographic code for this activity is 000 (U.S.) and the cooperating country. Total estimated level of effort is anticipated to be 1,272 person months over a 3 year period (one base year and two option years). USAID strongly encourages the participation of small business concerns, small disadvantaged business concerns and women-owned small businesses in this activity as prime contractor or as subcontractor in accordance with FAR Part 19. USAID anticipates the award of a single contract with a three year period of performance (including options). In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium. Requests for other copies of the RFP will be disregarded without notice to the requestor. No phone requests will be accepted, no RFP will be available for pick-up, and no walk-ins will be allowed. Please do not contact USAID/Haiti directly. All communication must be directed through USAID Washington. The release of this notice in no way obligates USAID or the US Government to release an RFP or make an award of any type.
