- This is a combined synopsis/request for quote for a Commercial Item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ; quotes are being requested and a written RFQ will not be issued. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-13. A firm fixed price purchase order is anticipated to result from the award of this RFQ. Liquid Scintillation Counter Statement of Work _Shall be new equipment, no remanufactured products. _Shall be capable of analyzing large batches of samples automatically. _Shall have hard disk and hardcopy output of sample data. _Shall have proven quench correction technology. _Shall be capable of storing and using quench curves to convert counts per minute (CPM) to Disintegrations per minute (DPM). _Shall be capable of optionally determining Disintegrations per minute (DPM) without the use of quench curves. _Shall be able to detect low levels (background < 20 cpm) of alpha, beta and gamma radioisotopes. _Shall be able to distinguish and quantify isotope mixtures using spectrum analysis. _Shall be able to utilize standard scintillation cocktails using 7ml and 20ml vial types. _Shall have Microsoft Windows capability with an integrated computer system for storage of counting protocols, quench curves, and sample data. _Shall have the ability to connect to LAN for data access, networking and data management. _Shall be able to write data to network, CD-ROM or USB flash drive. _Instrument shall be able to detect and correct for possible counting errors due to luminescence and color. _Shall have an automatic performance, calibration, and normalization capability. _Quench monitor uses an external standard of 133 Ba __ The Government will evaluate and award a purchase order based on "best value" to the government. Best value will be a combination of the responses to the specifications and price. Contractors must meet all specifications in order to be considered for award. The government anticipates award using simplified acquisition procedures of a contract resulting from this RFQ to the responsive/responsible offeror whose offer conforms to the RFQ and offers the best value. __Evaluation Criteria a. Ability to meet specifications as stated in SOW. b. Warranty c. Past Performance - Contractor shall provide references of customers who purchased the liquid scintillation counter and experience of trained technicians to service equipment. d. Ability to deliver on time within 60 days after receipt of order. __The vendor shall address the above evaluation criteria with their quotation. The vendor shall illustrate that they meet the above evaluation criteria. The vendor shall also provide past performance information (references) where similar product and service provided to an Organization, Federal, State or Local Government. The vendor should provide the agency name, contract number, point of contact, phone number and period of performance. __Award shall be based on best value where Technical, Past Performance, Delivery are approximately equal to cost or price. __FOB is Destination. The provision at FAR 52.212-1 "Instructions to Offerors-Commercial Items" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3"Offeror Representations and Certifications-Commercial Items with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions-Commercial Items," 52.212-5"Contract Terms and Conditions Required to Implement Statutes or Executives Orders, with the following clauses cited in 52.212-5 being applicable: 52.222-3, Convict Labor, 52.222-1"Prohibition of Segregated Facilities, "52.222-26" "Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans, and 52.225-13 "Restrictions on Certain Foreign Purchases. The aforementioned provisions and clauses can be accessed electronically at http://acquisition.gov/comp/far/index.html. Contractor must provide Section 508 compliance data for integratated computer system and software. __Provide DUNS number and Taxpayer ID number with quotation.. __Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active DUNS number.
