Description
The Millennium Challenge Corporation (MCC) anticipates a requirement for Financial and Procurement Management Services on a stand by rapid response basis. The purpose of this notice is to request information from interested firms that are capable of providing these services. MCC provides assistance to eligible countries in the form of Compacts which are designed to aid in the reduction of poverty and promote economic growth. Each Compact includes mechanisms to manage MCC funds as well as to procure goods and services. MCC is responsible for ensuring that the Accountable Entities, which are designated to manage and oversee the implementation of the Compact on behalf of the host government, in all MCC countries have sound financial and procurement management systems (FPMS) in place. The services of Fiscal and Procurement Agents may be required throughout the development and implementation of the Compacts to provide services for the Accountable Entities. During Compact implementation, there may be a need to replace contracted Fiscal and/or Procurement Agents to maintain the effectiveness and integrity of the FPMS. This transition may need to occur as quickly as possible; hence the term Rapid Response. The term Rapid Response is defined as an initial response within a 72 hour period to request from the Contractor Officer that a requirement, as outlined in the statement of work (SOW) must be undertaken. For the purposes of compliance with this provision, initial response is defined as the contractors identification of personnel comprising the contractors response team, as well as a mobilization plan for the departure to the country of assignment. The services of the stand by Fiscal and/or Procurement Agents may be retained for a period of approximately nine months. The following is a general list of the specific duties anticipated for Fiscal Agents. A more comprehensive list will be outlined in the solicitation: 1) Take all necessary actions to prepare or assist in the preparation of any documents, budgets, plans, reports, requests or certifications as may be required by the Accountable Entity; 2) Submit monthly, quarterly, yearly and ad hoc reports as prescribed on the financial activities of the program; 3) Establish and maintain an automated accounting system if one does not exist; 4) Ensure that the accounting complies with and conforms to internationally accepted accounting principles; 5) Assist the Accountable Entity in the preparation or execution of an Audit Plan which shall include any required audits of Covered Providers as required by the Audit Guidelines and 6) Protect the financial activity from fraud, waste and abuse. The following is a general list of the specific duties anticipated for Procurement Agents. A more comprehensive list will be outlined in the solicitation: 1) Analyze market conditions in order to optimize the success of the procurement activity; 2) Plan, schedule and prioritize procurement functions; 3) Ensure that all procurement related approvals required under the Compact and any supplemental agreement are obtained from MCC; 4) Conduct procurements in a manner to provide open competition to the maximum extent practical in order to assure advantageous prices for the Accountable Entity as well as equal and fair access for eligible suppliers and contractors; 5) Guard against conflicts of interest, real or in appearance, in the operations of the procurement activity and 6) Protect the procurement from fraud, waste and abuse. Firms interested should submit a capabilities statement inclusive of the following information: name of firm, name & contact information for point of contact, brief description of the firm, outline of previous efforts (past performance) that were similar or the same as the requirement above. Please demonstrate clearly and concisely how the previous efforts relate to this requirement. All responses shall be limited to three (3) pages maximum.
