- Arcata Associates, Inc. intends to negotiate as an emergency on a sole make and model basis as all or none, with Value Added Resellers (VARs) of Aware, Inc. for the purchase of Aware software development kits and maintenance for developers and integrators to design Personal Identity Verification (PIV) Enrollment and card personalization solutions and Aware?s Biometric workflow platform (BWP), a server application enabling and advanced enrollment workstation network in support of HSPD-12: Homeland Security Presidential Directive 12, and PIV, Personal Identity Verification for all NASA locations. Product shall be delivered to MSFC, AL. Arcata Associates, Inc. intends to purchase these items from Value Added Resellers (VARs) of Aware, Inc. pursuant to FAR 6-302-1 which implements the authority of 10 U.S.C. 2304 (c) (1) for acquisition of goods and services when one or a limited number of responsible sources are capable of satisfying the requirement. Interested firms have until 1/26/07 4:00 PM CST to submit in writing to the identified point of contact, the attached Request for Quote, and all associated paper work per the special instructions. Responses received after 1/26/07 4:00 PM CST without the required information will be considered non responsive to the synopsis/solicitation and will not be considered. A determination by Arcata Associates, Inc. to not compete this proposed effort on a full and open cost competitive basis, based upon responses to this notice is solely within the discretion of Arcata Associates, Inc. This announcement constitutes the only solicitation; quotes are being requested per the attached Request for Quotation (RFQ), and includes complete description and part numbers together with Representation and Certifications, and Arcata Associates, Inc. Terms and Conditions and all attachments must be completed in order for consideration. It is the offeror's responsibility to monitor this Internet site for the release of any amendments, and clarifying questions and answers. For subscribers to the WWW who wish to obtain the relevant documents covering this synopsis, please access said information at http://procurement.nasa.gov as no hardcopy will be provided by this office. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. All responsible sources may submit an offer by the required date which shall be considered by Arcata Associates, Inc. This requirement is for Electronic and Information Technology (EIT) which must meet the accessibility standards established by Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 7941). The specific Technical Standards that apply will be identified in the solicitation. In responding to any solicitation subsequent to this synopsis, you must state if the products offered meet the identified Technical Standards.
