Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and a written solicitation will NOT be issued. This notice is being issued as a Request for Quotations (RFQ) for: Item 1.) 10,000 standard liters of aerospace grade compressed xenon gas which is 99.999% pure. The gas purity is critical and confirmation of purity is required. (See specifications.) Item 2.) 10 storage cylinders each are containing the 1000 liters of compressed xenon (described in item 1) utilizing CGA 5809 valves. Cylinder size is critical. (See specifications.) Item 3.) Hazmat fee if applicable. Item 4.) Shipping and handling charges if applicable. SPECIFICATIONS: The following maximum impurity levels shall be verified by certified analysis: ??0.1 ppm oxygen (O2), ??0.1 ppm water (H20), ??0.5 ppm carbon monoxide (CO), ??0.5 ppm carbon dioxide (CO2), ??0.1 ppm carbon tetra fluoride (CF4), ??0.1 ppm total hydrocarbons (TH), ??1ppm nitrogen (N2), ??2 ppm hydrogen (H2), ?? 5 ppm krypton (Kr), ??1 ppm argon (Ar) Certification of analysis with the actual measured amount of specified impurities for each cylinder is required. The gas shall be provided in storage cylinders each containing 1000 liters utilizing CGA 580 valves. (The cylinders need to be of the specified size to fit into our test apparatus: nominal cylinder size approximately 7 inches in diameter by 37 inches tall including valve & cap) The provisions and clauses in the RFQ are those in effect through FAC 05-14. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 325188 and 1,000 employees respectively. The offeror shall state in their offer their size status for this procurement. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by noon local time on 02/07/07 to fax number 216-433-2480 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. Boylan not later than 01/31/2007. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: gas purity and cylinder size shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
