- The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) intends to award on a sole source basis a Firm Fixed Price Purchase Order using simplified acquisition procedures to Virginia Tech University, Dept. of Civil and Environmental Engineering, Dr. Daniel Gallagher, 409 Durham Hall, Blacksburg, VA 24061. This requirement is for Risk Assessment modeling activities: 1)Evaluate the impact of various interventions at retail in reducing the risk of listeriosis from deli meat based on collective data, utilizing and modifying existing predictive models and creating new predictive models as necessary; 2) Evaluate various risk management scenarios necessary for developing an FSIS Directive, Regulation or other Agency issuance utilizing and modifying existing predictive models and creating new predictive models as necessary; 3) Develop complete documentation of the analysis used to inform the comparative assessment of Listeria monocytogenes in deli meat; 4) Provide technical support during Agency briefings, public meetings, presentations to other regulatory agencies, including OMB, and participate in peer review process. Dr. Daniel Gallagher is the author of the work which is to be expanded in this new task and is therefore uniquely qualified to continue the evolution of this project. His knowledge of the previous work on this project, including sensitive information, is of extreme usefulness in the completion of this current task. This is not a request for quote. No solicitation is available for this requirement. Interested concerns may submit a capability statement within 15 days after the posted date of this notice. All timely responses will be considered, however a determination by the Government not to complete this requirement based upon the responses received is solely within the discretion of the Government.
