Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue Phase I and Phase II Unrestricted Solicitations for Design-Build Multiple Award Task Order Contracts (MATOC) to firms for Construction of Military Facilities and Infrastructure, primarily for the Army as well as Army Reserves, Army National Guard, and other agencies for which NWD may provide Contracting Support to Military and affiliated Organizations, such as Department of Homeland Security. Work and Services performance requir ed by Task Orders issued under these Design-Build MATOC Contracts will be located at Military Facilities within the States of Nebraska, Iowa, Wisconsin, North Dakota, South Dakota, Montana, Minnesota, Wyoming, Colorado, Idaho, Washington, Oregon, Missouri and Kansas at any of the installations served by the Kansas City, Omaha, or Seattle District or Districts within the Northwest Division Corps of Engineers. The General Scope of Work of this MATOC includes, but is not limited to: Design-Build and Design-Bid-Build Construction Work and Services for a broad range of Military Construction Work and Renovation, primarily within the boundaries of the Kansas City, Omaha, and Seattle Districts, and throughout the Northwest Division, US Arm y Corps of Engineers. This includes the States of: Nebraska; Iowa; Wisconsin; North Dakota; South Dakota; Montana; Minnesota; Wyoming; Colorado; Idaho; Washington; Oregon; Missouri: and Kansas. As requirement develop, Requests for Proposals (RFPs) for Task Orders will generally be issued on a Competitive Basis, however the Government may issue Task Orders on a sole source basis in accordance with FAR Part 16.505(b)(2). Task Orders will include primarily Military Construction (MILCON) or Operations and Maint enance (O&M) projects, but other authorized projects under the Support for Others program may also be accomplished under the said proposed contracts. Award of Competitive and/or Sole Source Task Orders will be based on either Best Value or Lowest Price, Te chnically Acceptable Offer. All orders shall be subject to negotiations to obtain a Fair and reasonable price. Task Order 1: The successful offeror for Task Order 1 will be required to perform Design-Build Construction of a Company Operating Facilities (COFs), Unit Storage, POV and OrganizationalParking at Fort Riley, Kansas including associated site work and ut ilities. The Phase II Solicitation will include a Site Visit to the site of Task Order 1. Information regarding the Site Visit will be included with the Phase II Solicitation. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the Pre-solicitation announcement will be modified accordingly. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of range $250,000,00.00 - $500,000,000.00 of Shared Capacity between the up Five (5) proposed awardees. This solicitation will be issued with no restrictions regarding to Business size. The Request for Proposals (RFP) Two (2) Phase Solicitations may result in the award of up to Five (5) Indefinite Delivery Indefinite Quanity (IDIQ) Contracts, but the Governm ent reserves the rights to award fewer. The Performance Periods for each of the Base MATOC Contracts shall be for Three (3) years. The Phase I Solicitation will be available on or about the week of 1 March 2007, and Proposals will be due on or about 2 April 2007. The Phase II Solicitation will be available on or about the week of 3 May 2007, and Proposals will be due on or about 19 Ju ne 2007. The issued solicitation(s), including any amendments, shall establish the official Opening and Closing Dates and Times. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for **** Best Value **** The solicitation will include a detailed list o f Evaluation Factors, including any Subfactors or Elements, and will provide instructions for Proposal Requirements and the Basis for Award. Any changes to Evaluation Factors will be issued by amendment. The North American Industry Classification System (NAICS) Code for this project is **** 236220 **** With a size standard of **** $31,000,000.00 For the purposes of this procurement, a concern is considered a Small Business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in Section 00600 of construction solicitations. According to FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005. To be eligible for contract awar d and prior to bidding, a firm must be registered in the database.
