Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with University of Alberta, 10-102 Clinical Sciences Building, Edmonton, Alberta, Canada T6G 2G3 to provide elemental analyses of water and urine samples of Chinese populations over a 36 month period of performance. The EPA anticipates a total of 2745 Samples over the entire period of performance. University of Alberta, has developed specific methods to collect water samples in the field for arsenic speciation and analyze the different species of arsenic in drinking water. EPA believes that the University of Alberta, is the only vendor capable of satisfying the requirements. University of Alberta Department of Laboratory Medicine and Pathology, has successfully handled this type of biological sample in earlier work for investigators from the EPA National Health and Environmental Effects Research Laboratory, demonstrating the value of physical proximity and their expertise in handling this type of sample. Service from the same laboratory will ensure consistency and comparability of data and will make it possible to have a direct comparison between the new studies and previous studies performed by the Universtiy of Alberta for the EPA. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the service contract is expected to be thirty-six (36) months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities, qualifications, and how they would be useful to perform the proposed requirement in writing within 10 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available. Submit any responses to the U.S. Environmental Protection Agency, Attn: James E.
