Deadline for the submission of questions is February 2, 2007 at 12:00 Noon (Eastern Standard Time).>>> STATEMENT OF WORK>>> ++++++++++++++++++++ DESCRIPTION OF SERVICES The contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise specified) for landscaping services for the grounds surrounding the Philadelphia Service Center Buildings, at: 11501 Roosevelt Blvd., 11600 Roosevelt Blvd. and 11630 Caroline Road, Philadelphia, PA 19154. All three buildings have adjoining property lines. See >>>> PAYMENT SCHEDULE For purpose of payment, the Government will take the total price as stated (See B below) for the Base Year and divide it by 7 (for performance in March, April, May, June, July, August and September). For the option year, the payment schedule will be for nine (9)months (October, November, March, April, May, June, July, August and September).>>>> OPTIONAL MONTHLY INCREASE TO SECTION Contractor shall be responsible for the maintenance of any additional tree and/or cultivator purchased and planted up to and including ten (10) trees and/Or cultivator. Once the Government has purchased the eleventh (11) tree and/or cultivator, the Contractor may then submit a bid for any additional maintenance ccst per tree and/or cultivator thereafter. THEREFORE, THERE WILL BE NO MAINTENANCE COST INCREASE FOR NEW TREES AND/OR CULTIVATOR 1 THROUGH 10. For the eleventh (and above) new tree and/or cultivator, the Contractor may bid a monthly increase per tree and/or cultivator to the monthly service priced in -B_ below. This monthly maintenance cost will then be applied to the next performance period. >>>> - DESCRIPTION/SPECIFICATIONS/ The Contractor shall provide al necessary management, supervision, labor, materials, supplies and equipment for landscaping services for the grounds surrounding the following locations: North Bbilding :PhiladelphiaServiceCenter, 11601 Roosevelt Blvd. Philadelphia, PA 19154 Note: North Building includes three (3) planters located on the North Building site. One (1) planter is located at the guard shack near Gate #1. Two (2) planters are located outside the Door #5 Lobby. South Building : Philadelphia Service Center 11501 Roosevelt Blvd. Philadelphia, PA 19154 East Building :Philadelphia Service Center 11630 Caroline Road Philadelphia, PA 19154 NOTE: Due to the high volume of traffic within the Interplex , the contractor shall perform all services on weekends, Saturdays and Sundays, unless otherwise directed by the COTR. The COTR may make exceptions for extenuating circumstances. However, the Contractor shall assume that all work shall be performed on weekends unless otherwise directed by the COTR. The contractor shall discuss with the COTR the scheduling of daily work requirements. The contractor shall provide a schedule of work for the base year, and each option year, if exercised, at least seven (7) days before commencement of work for the following: - grounds maintenance: Fertilization of trees, shrubs, ground cover and grass. - Mulching - Pruning of trees, shrubs, ground cover. - Shearing of trees, shrubs and ground cover. - Weed control, ornamentals, turf, ground cover, non-planted areas and fences. - Insect and disease control: Grubs, Japanese beetles, ants and disease control on trees, shrubs, etc. - Edging - Dead leaf/-flower removal. - Grass cutting. - Policing. - Sweeping. - Raking. - Names, telephone numbers and address of site supervisor. - Material safety data sheet on materials, name of manufacturer and brand name plus intended use of each material. >>>> SERVICE>>>> GRASS CUTTING Grass cutting will be performed whenever the grass exceeds 2 inches in height during the months of March through November. The Contractor is responsible for: (a) policing the lawn area before cutting, (b) cutting grass to 2 inches (5.1 centimeters) in height, (c) picking-up the clippings after cutting and (d) disposing of all debris .,Grass clippings shall not be blown onto the parking lots, sidewalks or other paved areas surrounding these facilities.>>>> EDGING Edging will be required after each grass cutting. All paved area borders (including parking lots and driveways) concrete walkways, stairs and curbs are to be edged.>>>> FERTILIZATION The contractor shall fertilize four (4) times during base year and each option year. The four-step process shall include a pre-emergent treatment in March, a weed and feed treatment in June, insecticide (Grub) treatment in July and a fall fertilizer treatment in September. Materials to be used in the fertilization shall be inspected and pre-approved by the COTR before start of application.>>>> WEED CONTROL Work shall include the killing and complete removal of all weeds from the following areas: Non-planted areas, parking lots, sidewalks, gravel areas, jogging path, etc. are to be weeded once each month during the performance period.>>>> FENCES: shall be treated four(4) times annually (Once each June, July, August and September), and maintained with 6-inch bare strip on both sides. FLOWERBEDS: Flowerbeds and exercise stations shall be weeded twice each month during the performance period. All chemical weed killers shall be inspected and pre-approved by the COTR before start of application>>>> INSECT CONTROL Insect control will be required one (1) time each month during the months of June, July & August for the Base and any subsequent option year, if exercised , as well as one (1) time each month during June, July and August during the option period exercised. The Contractor will spray all trees, shrubs, etc. with insecticide to control all sucking and chewing insects. Materials used are to be pre-approved (by the COTR) and inspected (by the COTR) prior to application. Date and time of application will also require advance approval (by the COTR).The contractor shall not commence insect control application unless approved by the COTR. The contractor shall post appropriate warning signs and hung these in a way so as to prevent injury to people and plant material. All insect control shall be applied by certified pesticide applicators, or under the direct supervision of a certified applicator. If the contractor is not certified, he or she should hire a certified applicator at his/her expense for the performance of this task. A copy of the certification must be provided to the COTR at least seven days prior to starting work. If the contractor hires another party to perform this task, a copy of his/her certification is to be provided to the COTR at least seven days prior to starting the work.>>>> TRIMMING All hedges and shrubs shall be sheared/clipped once every 30 days during their growing season. The first service shall be performed when new growth reaches 3 inches (7.6 cm). All vines/ivy shall be removed from buildings and structures as directed by the COTR. Lower portion of all trees (approx. 90 trees) shall be trimmed, as directed by the COTR, to maintain a neat and well groomed appearance. Branches 7feet and under must be removed as directed by the COTR. Branches must be kept clear of walkways so as not to interfere with pedestrian traffic or safety. All types of growth shall be clipped in accordance with proper horticultural practices. The Contractor shall remove and dispose of all clippings, weeds, branches, etc. The Contractor shall cultivate around all shrubs, bushes, flowers , etc. to insure that there is no interference with safety and security requirements as determined by the Safety and Security Section of the IRS complex.>>>> MULCHING: All planted areas and exercise stations shall be maintained twice each year with fresh mulch. Mulch shall be licorice root type. One application of mulch must be applied between March 15 and April 15, and between September 15 and October 15 during base year and each option year. All material shall be inspected and approved by the COTR prior to starting each application. Old mulch is to be removed and replaced with a minimum of 2 inches of fresh mulch.>>>> SPRING AND FALL CLEAN-UP SERVICE: The Contractor shall complete Spring clean-up by the second week in March, and the Fall clean-up during the last weekend in November during the base year and each option year if exercised. Service shall include the removal and lawful disposal of all fallen leaves, branches and debris from the Interplex (i.e. North, South and East building) property.>>>> REMOVAL OF DEBRIS The contractor shall promptly remove from the premises and dispose of all clippings, trimmings, cuttings and debris. The contractor shall remove from the premises and dispose of all dead vines hanging on buildings, structures and fences. Work will not be considered completed until the contractor has removed from the premises all trash, debris, litter, grass cuttings, trimmings, etc. which may have accumulated during the performance of the required services. Containers for handling this material shall be furnished by the contractor.>>>>> **** -D- ****** DESCRIPTION OF SITES The grounds of the Interplex (i.e. North, South and East Buildings) consist of turf, trees, shrubbery, bushes, sidewalks , parking areas, curbs and wire fences. All services outlined in this document will be required throughout the site. Area breakdown is as follows: North Building: Turf - 80,000 sq ft (7432 sq m) Paved area - 560,000 sq ft (52,026 sq m) Note: Paved area includes 16,833 sq ft(1,564 sq m) of sidewalks Fencing requiring weeding - 2,320 ft (707 m) South Building: Turf - 195,835 sq ft (18,194 sq m) Paved area - 223,600 sq ft (20,773 sq m) Note: Paved area includes 5,800 sq ft (539 sq m) of sidewalks Fencing requiring weeding - 2,720 ft (829 m) East Building: Turf - 14,400 sq ft (1,338 sq m) Paved area - 63,000 sq ft (5,853 sq m) Note: Paved area includes 250 sq ft (23 sq m) of sidewalks. Fencing requiring weeding - 500 ft (152 m) NOTE: ALL MEASUREMENTS ARE APPROXIMATE AND REPRESENT BEST ESTIMATES. OFFERORS ARE RESPONSIBLE FOR VERIFYING ALL DIMENSIONS.>>>> EQUIPMENT AND MATERIALS Equipment, materials, and personnel will be the responsibility of the Contractor and shall be consistent with complete and proper utilization practices depending on the amount of work and type of treatment ordered. The contractor shall submit to the COTR, seven days prior to the starting date of the contract, a list giving the name of the manufacturer, the brand name, intended use of each of the materials and materials safety. The Contractor will keep all necessary equipment and manpower at the site during the work day and continue with performance of the work until it is completed to the satisfaction of the COTR. No storage space is available for the Contractor's equipment or materials. The Contractor must comply with all requirements of the Federal Insecticide, Fungicide and Rodenticide Pesticide Act of 1972, Public Law 92-516 (86 Stat.973). All pesticides used on Government property shall have the approval of the Environmental Protection Agency. All materials must be pre-approved for use by the COTR.>>>> SUPERVISION: The Contractor shall designate one supervisor for satisfactory supervision of the contract work. The Contractor or his/her on-site representative shall be available at all times when the contract work is in progress to receive notices, reports, or requests from the COTR or his/her representative. The contractor shall provide in writing to the COTR, at least seven working days before the contract starting date, and each time there is a change, the name, telephone number and address of an on-site supervisor. The term -on-site supervisor means a person designated in writing by the contractor who has the authority to act for the contractor on a day to day basis at the site and can accept/sign inspection reports and all other correspondence on behalf of the contractor. The contractor shall furnish a list of all equipment to be utilized for a requested service. The contractor shall insure that all operators and other employees (includuing the supervisor) sign-in/sign-out to register time of arrival and departure at the work site. A list of all contractor employees is to be provided seven days before work is started., and each time there is a change. In this manner sign sheets can be prepared and the guard notified on time. The information sheet shall be placed at the security guard desk at entrance door #5 of the North Building.>>>> REMOVAL OF DEBRIS The Contractor will promptly remove from the premises and dispose of all clippings, trimmings, cuttings and debris. Contractor will also remove from the premises and dispose of all dead vines hanging on buildings, structures and fences. >>>> DAMAGE TO CONTRACTOR'S PROPERTY The contractor shall take all necessary precautions to prevent damage to Government property and premises. The contractor shall be responsible for all repairs and/or restitution because of contractor s caused damage. The contractor must also restore any damage caused by his/her operations, which may result in the need to replace any planted materials at no cost to the Government.>>>> TERM OF CONTRACT Term of contract is: Base Year: 03/1/2006, or date of award, whichever is later, through 09/30/2007 Option Year 1: 10/1/2007 through 09/30/2008 Option Year 2: 10/1/2008 through 09/30/2009 Option Year 3: 10/1/2009 through 09/30/2010 Option Year 4: 10/1/2010 through 09/30/2011 >>>> QUALITY ASSURANCE During the life of the contract direct attention to quality will include inspections, documentation and proper retention of contract records, which show the degree of compliance by the contractor with the Terms and Conditions of the Contract. The Government will deduct from monthly price for any unsatisfactory performance not remedied.>>>> The Government will provide written notification to the contractor when services have not been performed as required. If the contractor fails to complete the required services before the next scheduled occurrence, the Government will deduct from the monthly invoice the services not rendered.>>>> The contractor will be notified by mail or fax of the type of dollar amount of the proposed deduction in accordance with the Contract Deduction Schedule, Attachment J-1, within 5 days after completion of the inspection by the COTR, or his/her authorized representative.>>>> The contractor may, within 3 days of receipt of the notification, forward a written rebuttal to the contracting officer stating the reasons why any or all of the proposed deductions are not warranted. The Government will always deduct one month in arrears. Example: deductions proposed in March will be taken from the contractors April payment.>>>> **** - B.- ****** .
