Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91ZRS-07-R-0001 and is issued as a Request for Proposals (RFP). This solicitation incorporates provisions and clauses in effect through Federal Acquisition Ci rcular 2005-15. The NAICS Code for this solicitation is 517110. This is a solicitation for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut requests written proposals for telecommunication service and maintenance, for various loca tions throughout the State of Connecticut. The CTARNG has a requirement to improve network performance to make it suitable for Voice Over Internet Protocol (VoIP). This solicitation includes data and voice requirements. All data circuits will be Clear C hannel. Data requirements include one (1) OC3 circuit at our hub site, one (1) DS3 circuit, four (4) T1X2 circuits and twenty-two (22) T1 circuits. Voice requirements are to provide the voice circuit interface at each location. This interface will be an alog inbound and outbound trunk circuits to the Central Office, T1 Primary-Rate Interface (PRI) Integrated Service Digital Network (ISDN) Trunks to the Central Office, or Plain Old Telephone Service (POTS). The contractor will port existing Direct Inward Dial (DID) numbers to trunks as the trunks are provisioned. The spreadsheet titled: CTARNG WAN Converged Network Criteria_20070126, identifies the Facility, Facility Address, Required Circuit Size [the Committed Information Rate (CIR) will be 100% of the Circuit size], Installation Date, Priority of Installation, Trunk/Central Office Interface, Required DID count per site equaling 1880. Existing DID Ranges, Current DID Count. DID numbers for each site will be provided by the government for porting as eac h site is provisioned. The Government intends to upgrade the facilities by priority as identified on the spreadsheet on a schedule to be determined. The priority of each of the other facilities will be established at a later date and will be awarded as o ptions. The Government expects to complete installation of all thirty-two (32) sites within 24 months of contract award. The services under this solicitation will be for a term of one (1) base year with four (4) option years, not to exceed a total contra ct period of five (5) years. The contractor will be responsible to negotiate problem resolution with an immediate response system. Immediate response is defined as, Immediate Help Ticket entry, 4 hour problem identification with mandatory customer report ing throughout problem resolution commencing at the time an outage of service is reported. Any outage exceeding 4 hours will require a credit for the services. Proposals must be complete and include monthly Port, Access, CIR costs, fees and associated ta riff rates. Award will be made to the offeror whose proposal represents the best value to the Government. The best value award will be based on the evaluation of proposals for price, technical capability, and past performance. Price is more important th an technical capability and past performance. Past Performance must include persons of contact on the last three contracts for similar services.
