Description

The Corps of Engineers has a need for a contract for the Modification of Main Lock Chamber Bulkhead Recesses and Upstream Sill, Braddock Locks and Dam, Monongahela River, Mile 11.2, Allegheny County, Pennsylvania. Work involves the modification of th e downstream bulkhead sill to accommodate new project maintenance bulkheads. The bulkhead sill is located downstream of the main chamber miter gates, between the locks Land Wall and Middle Wall. The modification is approximately 10 feet wide x 110 feet l ong. Work specifically related to the sill modifications to include, 1. Underwater demolition of remnants of existing poiree timber and cleaning of sill, this work will require diving services; 2. Pre-dredging for preparation of pile installation, requiri ng the use of specialized excavation equipment from atop floating plant; this installation will also require diving services; 3. Installation of five pipe piles, requiring the use of specialized pile driving equipment from atop floating plant, this task wi ll also include cleaning out a portion of the pipe pile, field fabrication and installation steel reinforcing steel and partially filling the pipe pile with concrete by tremie placement method. This installation will also require diving services. 4. Inst allation of bearing assemblies atop each of the five pipe piles. Task includes fabrication and installation of bearing assemblies adjustment by divers and underwater placement of grout. 5. Off-site fabrication, delivery and installation of steel stay-in-p lace frame to form the new downstream bulkhead sill. Installation will require diving services. 6. Underwater concrete placement by tremie method. All modifications to the sill shall be conducted in-the-wet, without the use of dewatering, during two ten da y closure of the main lock chamber, between June 26, 2007 through July 5, 2007, and July 23, 2007 through August 1, 2007. All advance work, shall be conducted prior to the scheduled lock closure period as practical. All final installation work must be com pleted during the scheduled lock closure periods. Failure to complete all upstream recess and sill modifications by the required date will be subject to liquidated damages. The period of performance will be 180 calendar days. Magnitude of the project is between $500,000 and $1,000,000. Pursuant to the Small Business Competitiveness Demonstration Program established by Public Law 100-656, Business Opportunity Development Reform Act of 1988, this procurement will be unrestricted and any resulting award wi ll be made pursuant to the above program. The Invitation For Bid (IFB) will be issued approximately February 12, 2007 on-line only through FedTeDS; therefore, requests for hardcopies of the specifications and drawings will not be honored.
