- NASA/JSC has a requirement for highly specialized analysis of the space exploration industry of the type typically provided by a venture capitalist. This service is to support the Commercial Crew and Cargo Program Office (C3PO) and, specifically, the Commercial Orbital Transportation Services (COTS) Demonstrations. The Government intends to award a follow-on contract to the current venture capitalist services contract, NNJ06TA05C. The required services include, but are not limited to, the following analysis support that is an extension of work completed under NNJ06TA05C: Financial investment and investor decision-making processes with regards to the COTS commercial partners? business models; Business operations, progress, and financial performance of the COTS commercial partners; Capital markets and effective methods used by emerging technology companies to obtain capital; Development of markets, insurance, regulation, and other business elements required for the long-term success of COTS commercial partners; and Financial viability of potential future commercial partnerships. Experience supporting C3PO and COTS requirements and the ability to seamlessly utilize ideas, strategies, and lessons learned from these two programs as well as those from NASA?s venture fund, Red Planet Capital, and NASA?s Innovative Partnerships Program is required. NASA/JSC intends to acquire the necessary support from Alan Marty, Investment Consultant, Menlo Park, CA. Alan Marty is the incumbent and has contracted with NASA on all of the aforementioned programs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 9, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
