Description
The U.S. Department of Labor, Office of Job Corps, intends to negotiate on a sole source basis with Vertical Horizons One, Inc., to provide maintenance for one year on Websense software. Websense is a Url Filtering system that prevents users from accessing specified websites based on Job Corps policy. It also used to produce internet access reports. Websense is currently installed at 130 Job Corps sites. Vertical Horizons One, Inc., the one responsible source that can satisfy the Agency's requirement due to the following: 1) Websense products are proprietary hardware and software and can only be obtained and supported by a licensed vendor; 2) Websense is the manufacturer and holds the rights and patents; and 3) Vertical Horizons One, Inc., provides the technical expertise required to support this hardware. Pursuant to 41 U.S.C. 253(c)(1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302-1, Vertical Horizons One, Inc., is the only source capable of performing this requirement due to the fact that they are a licensed vendor for the sole manufacturer and provider of Websense software, products and support services. This notice of intent is not an announcement of the availability of a Request for Proposal (RFP), nor is an RFP available. Any interested party who believes they can provide the required service may respond by submitting a capability statement to the email address in this notice. The capability statement must include price information and describe in detail the parties ability, qualifications, and experience in providing the required service as described above. All submissions must be received within three calendar days of the publication date of this synopsis. A determination not to compete the proposed work based upon responses to this notice is soley within the discretion of the Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (See Numbered Note 22).
