- The Acoustic Center of Excellence (ACoE) at Armament Research Development and Engineering Center (ARDEC) is planning for a full & open competition for limited purchase of Acoustic Hailing Device (AHD) in support of Joint Non- Lethal Weapon Directorate (JNLWD). In spring of 2006, a market survey for commercial-off-the-system (COTS) AHD was conducted and a down-select through a performance validation& evaluation identified three products; LRAD, PSAIR and SC for a limited military utility assessment (LMUA). As a result of the LMUA and joint Army and Navy operational requirements, an urgent need has been identified for a modified COTS AHD specifically for tactical wheeled vehicle and small boat applications. The modified COTS AHD mounted on vehicle and/or small boat should project a directional hailing and warning command intelligibly at distances greater than 300m with background noises (~80 dBa) in an open area. The size, weight, power requirements as well as the platform integration will be evaluated as consideration factors. Additionally the modified COTS AHD must meet Mil-STD-810. The full & open competition will commence on or about 15 Feb 07 which would include a RFP inviting those three product venders identified for the 2006 LMUA. All other vendors with COTS product(s) that can be improved to meet the aforementioned requirements are also welcome to participate. However the vendor???s proposal must include field test data showing acceptable performance of their current COTS products in order to be considered. The submitted field test data must be certified by a government agency or Penn State University/Applied Research Laboratory. Proposal requirements will be detailed in the RFP. The purpose of the RFP is to select an offerer to perform and deliver 4ea AHD with operators and maintenance manuals that are best meeting the aforementioned requirements. The offerer will be required to conduct performance test(s), with Government witness, to validate the agreed product performance as part of the final acceptance. The overall effort will be covered by a FFP contract with final deliverables due 6 months from the award date of contract. This is not a Request for Proposal; the estimated solicitation issue date is only an estimate.
