- The Library of Congress intends to negotiate non competitively with BAE Systems Inc., 2525 Network Place, Herdon, Virginia 20171. The National Library Service for the Blind and Physically Handicapped (NLS) of the Library of Congress administers a free library service to eligible residents of the United States and citzens living abroad who cannot hold, handle, or read traditional print media because of visual or physical handicaps. NLS is now in the process of transitioning from an analog system to a digital system for distributing audio books and magazines to its libraries. Plans for this transition are in Current Strategic Business Plan for the Implementation of Digital System, December 2003. The core of this new system is the Digital Talking Book (DTB). In 2009, NLS anticipates the creation of "duplicate on demand" centers which would be tow or more special off site facilities that can take requests for a particular title from a remote library, download it from web site, and then "duplicate" a number of these titles on to flash memory cartridges for the library that requested it. NLS presently makes use of an in-house design, legacy, computer system called the Production Information Control System (PICS). This computer system has been in use since 1992, and was developed specifically to facilitate the management of information associatd with the production f all book and magazine materials produced by NLS for it patrons. This system is essential to the proper and efficient operation of NLS production, and presently is configured for the present analog production environment. In order to support the new totally digital environment, NLS anticipates it will need to modify its PICS software to acommodate the purely digital production of DTB's and to work in a totally digital production environment. NLS engaged in an analysis and design of the modifications to the PICS system in order for the PICS system to work in this enviroment. This analysis was performed at the end of the 2006 by BAE Systems Inc. under contract LCNLS060129. The procurement deals with the work necesary to take this high level design and implement these modifications, with the sole exception of the new copy allotment process, which will be implemented as a separate task.
