- Brookhaven National Laboratory intends to award a three year contract on a non-competitive basis as we believe that the only source that can provide online access to the attached scientific journals in Physics, Chemistry, Material Science, Biochemistry, Mathematics, Immunology, Energy and Power and other disciplines related to the Laboratory?s mission is Elsevier B.V., Radarweg 29, 1043 NX Amsterdam, The Netherlands. Brookhaven scientific staff requires online access to the scholarly journals published by Elsevier. Elsevier offers online access to an institution?s subscribed titles (BNL has subscriptions to approx 125 printed titles) through its Science Direct interface. They provide additional access to their full collection through their Freedom Plan. Elsevier?s full collection includes more than 2,000 peer-reviewed scientific journals. Laboratory researchers require access to the information published in Elsevier?s journals to stay current on the latest developments in their fields of investigation and they publish articles describing the results of BNL research in Elsevier?s peer-reviewed journals. It is viewed that Elsevier has publishing rights to the attached journals and therefore we can only obtain access through them. We believe that this source is the only entity that can provide these items. Solicitation Number 117065 has been assigned to this procurement. All responsible sources meeting the capabilities and competencies described herein are encouraged to submit proposals, inclusive of supporting documentation to substantiate your ability to support this requirement. This announcement serves as both a solicitation for offerors who can provide this service as well as notification that if we do not receive any offers from responsible sources that we will consider to proceed with making a sole source award to Elsevier B.V.. All proposals must be received by 12:00 noon (local Upton, NY time) on February 7, 2007. All proposals received in response to this notice will be evaluated and used to determine whether to conduct a competitive procurement. A determination by Brookhaven not to open the requirement to competition based on the responses and the proposals received is solely within Brookhaven?s discretion. There will be no formal Request for Proposal or other information regarding this requirement unless there are offers and proposals received that substantiates the need for a competitive procurement. Offers and/or proposals received after the date and time established herein for receipt of proposals will not be considered. Telephonic inquiries will not be accepted.
