- DHS S&T will consider a broad range of technologies but this HSARPA BAA focuses on the high risk/high payoff development and demonstration of complete systems or subsystems rather than advances in basic sciences. Proposed systems and subsystems need not be composed entirely of newly developed components. Instead, they may be new or existing technologies integrated into existing systems and/or subsystems in unique and innovative ways. Offerors should demonstrate that their efforts are aimed at high-risk/high-payoff technologies that have the potential for making, in the 2-5 year timeframe, revolutionary rather than incremental improvements to homeland security, including emerging threats and operational challenges. It cannot be emphasized too strongly that developments in these areas must work towards the goal of producing an operational demonstration during which the SAFECON products will interact seamlessly with existing commercial systems and processes. An initial capability demonstration is desirable within the first six months after contract award. Copies of this BAA may be downloaded from the FedBizOpps web site http://www.FedBizOpps.gov or from http://www.hsarpabaa.com. White Papers and Full Proposals will be submitted electronically using the HSARPA BAA Web Site at http://www.hsarpabaa.com. To aid in the management of this solicitation, bidders are required to register in advance to submit White Papers and Full Proposals. Offerors will not be permitted to electronically submit White Papers or Full Proposals unless registered. Offerors must register by the deadlines listed in Tables 1 and 2. A separate registration is required for each White Paper and Full Proposal. Submissions will not be accepted from organizations that have not registered. Any organization that wishes to participate in this solicitation must register at http://www.hsarpabaa.com. Upon acquiring a username and password to access the site, select BAA 07-02 from the list on the left side of the screen. Registrants should also receive a control identification number. Upon proper selection, buttons for registration and submission will appear. Fill in the requisite fields, and submit your registration, White Paper or Full Proposal. Upon registration or submission, a file will be sent to the registered email address. Receipt of a file confirms your registration for the referenced file. In the case of a White Paper or Full Proposal submission, please check the contents of the file. If it is incorrect, return to the website and make corrections. While the submission of a White Paper is not a requirement to submitting a Full Proposal, potential Offerors are STRONGLY urged to avail themselves of the White Paper process. The applicable electronic address for all correspondence for this BAA is: BAA07-02@dhs.gov. All data uploaded to HSARPA BAA Web Site is protected from public view or download. All submissions will be considered proprietary/source selection sensitive and protected accordingly. Documents may only be reviewed by the registrant, authorized Government representatives, and assigned evaluators.
