- Request for Information (RFI): Non-personal Contract Service to Train and Equip a Company-size Foreign Military Unit in Africa Purpose/General Information: The United States Government, as part of market research, is requesting information from the industry on commercial sources for nonpersonal contracted services to train and equip a company-size, host nation military unit in central Africa. The end state is to assist a host nation in Africa to establish a company-size military unit that is trained and equipped to perform information collection, analysis, synthesis, production, and dissemination. To support this end state, the Government is interested in s urveying potential commercial sources for integrated capability to provide related training and commercial off the shelf (COTS) information technology hardware and application software, communication equipment, European-standard non-tactical vehicles, incl uding sustainment parts, and miscellaneous office equipment. This effort would require the Government to acquire and transfer the specified property to the Host Nation. Contractor personnel will be required to have current US SECRET security clearance. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been r eceived for this proposal. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect c osts or charges to the Government will arise as a result of contractor submission or responses to this RFI or the Governments use of such information. The Government reserves the right to reject, in whole or in part, any contractors input resulting for t his RFI. Responses to this RFI will not be returned. Whatever information is provided in response to this RFI may be used to assess tradeoffs and alternatives available. Any proprietary information that is submitted may be used in establishing requirements of future projects and systems but will be safeguarded as marked. Submissions may be viewed by non-U.S. Government personnel. RFI Questions: 1. What are the major cost drivers for a train and equip project? 2. What performance metrics should be used to in sourcing these two requirements? 3. Considering cost factors, what is a reasonable on-time delivery rate for the times specified above? 4. As opposed to an on-time delivery date, we consider a 100% fill rate of items before training begins; is this feasible? 5. Retraining is an integral part of military operations. What is the best-fit model for re-training or re-equipping such a host nation organization? 6. What are the cost advantages/disadvantages if separate contracts were utilized to support either the equip or train component of this project in lieu of an integrator? What if contracts were separated by region (CONUS/OCONUS)? 7. Operations in Foreign Countries: This project will require the transfer of accountable property. Do you have any experience with such transfers (to include sensitive items) regarding transfer issues and have you had specific problems or requirements reg arding importation duties? 8.. What type[s] of contract[s] do you think would be best suited for this project? 9. What type of contract incentives would you suggest to motivate contract performance?
