Description
THIS IS NOT A SOLICITATION NOTICE. The Commander, Navy Installations Command (CNIC), United States Navy is conducting market research as part of the preliminary planning phase of OMB Circular A-76 and in accordance with Federal Acquisition Regulation (FAR) Part 10. The purpose of this preliminary planning market research is to seek industry assistance in determining the appropriate grouping of commercial functions into business units, determine the appropriate North American Industry Classification System (NAICS) code for those functions, and confirm whether sources would be available to satisfy agency requirements should there be a standard public-private competition. Small business sources will be considered in this research. A contract will NOT result from this market research but one or more separate solicitations MAY be issued in the future. Research Method: The method for conducting market research for this requirement will be principally through this Request For Information (RFI) and the attached questionnaire (Attachment A). As required, telephone interviews and discussions with potential commercial sources and industry experts may be conducted. The attached questionnaire has been specifically designed to focus on the scope of this research. This RFI is NOT a commitment by the Government to issue a solicitation or otherwise pay for the information solicited. Information on Scope of Services: This RFI concerns the provision of ground electronics maintenance at 28 locations, flight planning services at 20 locations and the operation of Type II Visual Flight Rules (VFR) Air Traffic Control Facilities (ATCF) at 9 locations in seven Navy Regions throughout the Continental United States (CONUS), as described below. Specific locations are listed in the table at Attachment 1. The initial work breakdown structure (WBS) grouping of activities is included with this RFI as Attachment 2. Explanation of Services ? Ground Electronics Maintenance: Ground electronics maintenance (GEM) performs preventive and corrective maintenance to ensure that airfield, air traffic control, communications and all other designated electronics equipment operate at designed performance standards. GEM ensures that test equipment is calibrated in accordance with applicable Navy and OEM manufacturer directives. The specific electronics equipment may vary at each installation. A detailed list of the specific electronics equipment at each location will be provided in any solicitation which may be issued as a result of preliminary planning. In general, electronics equipment will include, but may not be limited to, Naval air traffic control, air navigation aids and landing systems (NAALS) equipment (such as but not limited to radar and video systems, communications and data systems, NAVAIDS and facility systems, improved and original Fresnel lens optical landing systems, mobile visual landing aids systems and precision approach path indicator systems), FM mobile communications systems, weather systems and test equipment. Electronics equipment may also include alarm systems, public safety FM radio support and other systems designated at specific locations. Electronics equipment shall be maintained in accordance with applicable Navy and OEM manufacturer directives. Operation of Type II / VFR Air Traffic Control Towers: Provide VFR ATC services including air traffic sequencing to aircraft airborne within the airport traffic area, authorization for aircraft to land or take off from runways or heliports, and control of aircraft and vehicles on the surface within the movement area to ensure safe, orderly, and expeditious movement of landing and departing aircraft during hours specified at each location. Unless modified by letter of agreement, ATC clearance authority vested in the Class II Tower is limited to VFR operations, although Instrument Flight Rules (IFR) and Special VFR clearances originated by other facilities having such authority, may be relayed. Flight Planning or flight assistance services shall also be provided where specified. Flight Planning Services: The flight planning branch of an ATCF is responsible for processing flight plans and aircraft movement messages, maintaining records of arriving and departing aircraft, stocking navigational publications, providing Notices to Airman (NOTAM) information, and assisting aviators with filing flight plans. Flight planning is usually the only part of an ATCF to have personal contact with the pilots who receive ATC service. Market Research: The Government requests that interested sources complete and submit the attached questionnaire to the Government Contracting Officer, Ms. Laurie Cordell, at laurie.cordell@navy.mil not later than 4:00 PM (EST), 23 February 2007. Responses received after this date and time may not be reviewed. YOUR PARTICIPATION IN THIS MARKET RESEARCH ENDEAVOR IS GREATLY APPRECIATED AND WILL BE INSTRUMENTAL IN ASSISTING CNIC IN MAKING THE BEST COMPETITIVE SOURCING DECISION. Participation is voluntary; respondents will not be paid to participate.
