Description
NAICS Code: 541710 NAICS Code: 541710 The U. S. Environmental Protection Agency (EPA) intends to award a purchase order, using FAR Part 13 procedures, for consultation services with the best available chemical and or physical/biomedical expert who can provide advice regarding the physical and chemical properties of nanomaterial products that may potentially become environmental contaminants and potential hazards to human health. In particular, expertise is needed regarding the following: (1) the properties of nanomaterial products likely to enter the marketplace or otherwise become environmental contaminants; (2) the properties of nanomaterial products most likely to become sources of environmental exposures to humans; (3) the appropriate procedures for preparation and characterization of nanomaterial containing dosing solutions to be used in vitro or in vivo toxicity testing, so as to best evaluate potential human health risks; (4) the appropriate analytical approaches and methodology to fully characterize the nature and stability of nanomaterial dosing solutions; and, (5) the appropriate analytical approaches to measure the properties such as concentration, stability, particle size, and form of nanomaterials in biological media such as blood, urine, feces, or in biological tissue samples such as lung, gut, liver, other visceral organs, muscle, brain, bone, etc. Period of performance will be twelve (12) months, with options for two additional 12-month periods. Not-to-exceed number of hours to be ordered during the base period and during each option period (if the options are exercised) is 35 hours. Occasional travel to the EPA facility at Research Triangle Park may be required. A Request for Quotations (RFQ) with complete information will be posted on the EPA's website in approximately 15 days at the following address: http://www.epa.gov/oam/rtp_cmd/ Hard copies of the RFQ will not be available. Offerors must submit both a technical proposal and a price proposal. The technical proposal must include responses to the Technical Evaluation Criteria, which will be posted with the RFQ. In determining the best value for the government, responses to the Technical Evaluation Criteria are considered significantly more important than price. The price proposal must show a breakout of costs. All future information about this acquisition, including amendments (if any) will be distributed solely through the EPA's web site.
