Description

The United States Department of Agriculture (USDA), Farm Service Agency (FSA) is issuing this Sources Sought to conduct market survey to determine the availability and potential technical capability of small business firms interested in performing the work described herein. The applicable NAICS code is 541211. Interested firms are invited to submit a written capabilities statement. FSA is also inviting firms to submit assessments/observations of the draft Statement of Work. After completing an analysis of the responses, the Government will determine whether to limit competition to small business firms or to proceed with issuing an unrestricted solicitation, inviting full and open competition. As a result of The Chief Financial Officers Act (CFO Act) of 1990, Chief Financial Officers in all Cabinet level departments and certain independent agencies to be responsible for the preparation and audit of annual financial statements for such agencies. The Farm Service Agency (FSA), Financial Management Division (FMD), International Accounting and Export Programs Branch (IAEPB), International Operations Accounting Section (IOAS) is charged with providing accounting services and producing financial statements for the Foreign Agricultural Service. Currently, they have a requirement to obtain support services to prepare financial statements. The scope of work involves providing support services which are required to produce timely financial statements and footnotes to include review and revision of current methodologies, reconciliations, error identification and correction and preparation of interim financial statements and footnotes. Personnel may be required to work in excess of forty hours per week, as well as holidays, and weekends, to produce timely financial statements and footnotes by the due dates. Work during non-standard workweek time shall be performed in conjunction with work by FSA employees at the government work site. The requirement is for one year. Firms who have the experience, as well as an interest in doing business with USDA, FSA should submit a capabilities statement regarding the company?s ability to demonstrate their expertise and experience in relation to the scope of work.
