- This is the pre-solicitation notice for services to be provided for the Center for Operational Oceanographic Products and Services? (CO-OPS), National Ocean Service, National Oceanic & Atmospheric Administration. The National Ocean Service (NOS), CO-OPS, operates a number of short and long term monitoring systems. CO-OPS provides the infrastructure, science, and technical expertise to monitor, assess, and disseminate coastal oceanographic and Great Lakes products and services necessary to support NOAA?s dual mission of environmental stewardship and environmental assessment and prediction. CO-OPS strengthens core capabilities through partnership links with outside groups including private organizations. CO-OPS maintains a Continuous Operational Real-Time Monitoring System (CORMS) that provides quality control and system monitoring functions on a 24 hour/day, 7-day/week basis. CORMS monitors the status and performance of all water level stations and PORTS? which transmit data to CO-OPS via satellite or line of site radios, phone lines, or IP modems. The CORMS system description is found in System Development Plan, CORMS. Indefinite delivery/indefinite quantity contracts are contemplated to conduct a variety of environmental field services. These include, but are not limited to, the implementation, operation, maintenance, and repair of all NOS real-time environmental monitoring systems as well as short-term deployments; the provision of emergency/unscheduled maintenance and other major maintenance at NWLON and short term water level stations; provision of field support for circulation studies and tidal current measurements for short term stations; installation and removal of high-frequency surface current mappers; installation of all new PORTS? sites and new sensors at existing PORTS? sites; performance of routine maintenance at existing PORTS? sites; upgrade data collection platform systems (DCP) systems at existing PORTS? systems.
